For two decades between the two world wars, America pursued a foreign policy course that was, according to Rhodes, shortsighted and self-centered. Believing World War I had been an aberration, Americans na^Dively signed disarmament treaties and a pact renouncing war, while eschewing such inconveniences as enforcement machinery or participation in international organizations. Smug moral superiority, a penurious desire to save money, and naíveté ultimately led to the neglect of America's armed forces even as potential rivals were arming themselves to the teeth. In contrast to the dynamic drive of the New Deal in domestic policy, foreign policy under Franklin D. Roosevelt was often characterized by a lack of clarity and, reflecting Roosevelt's fear of isolationists and pacifists, by presidential explanations that were frequently evasive, incomplete, or deliberately misleading. One of the period's few successes was the bipartisan Good Neighbor policy, which proved far-sighted commercially and strategically. Rhodes praises Cordell Hull as the outstanding secretary of state of the time, whose judgment was often more on target than others in the State Department and the executive branch.

The wide-ranging synthesis by A. G. Hopkins, American Empire: A Global History (2018), provides the starting point for contributions that appraise its main theme and take it in new directions. The first three chapters identify fresh approaches to U.S. history between the Revolution and the Civil War, suggesting ways in which the United States can be considered as a newly-decolonised country, examining shifting meanings of the term ‘empire,’ and reassessing the character of continental expansion. The second group deals with initiatives and responses in the Philippines and Cuba, reconsidering the character of nationalism in two of the most important overseas territories that were either ruled directly or controlled indirectly by the United States, and placing it an international context. As believers in divine-human co-agency, many prominent Mormons saw global revolutions as providential precursors to the imminent establishment of the terrestrial kingdom of God. French Revolutionary symbolism, socialist critiques of industrialism, American Indian nationalism, and Wilsonian internationalism all became the raw materials of Mormon millennial theologies which were sometimes barely distinguishable from secular utopianism. Many Mormon thinkers accepted secular revolutionary arguments that the old world order needed to be destroyed, not merely reformed, to clear the way for the new. In From Above and Below, author Craig Livingston tells the story of Mormon commentary on global revolutions from the European revolutions of 1848 to the collapse of Mormon faith in progress in the 1930s when revolutionary communist and fascist regimes exposed themselves as violent and repressive. As the Church bureaucratized and assimilated to mainstream American and capitalist values, Mormons became champions of the conservative view of political and social development for which they are known today. The first Mormon converts in Mexico and France, both political radicals, would scarcely recognize the arch-conservative twenty-first century Church.

This book details the response of American businessmen to such foreign policy issues as the tariff, disarmament, allied debts, loans, and the Manchurian crisis. Far from presenting a monolithic front, the business community fragmented into nationalist and internationalist camps, according to this study. Division over each issue varied with the size, type, and geographic region of the various business interests, and despite their formidable economic power, business internationalists are shown to have played a more limited role on certain issues than has been formerly assumed. Unfortunately for the future development of United States diplomacy and world stability, no institutional means for tempering business influence on the formulation of foreign policy, or for coordinating economic and political foreign policies, were developed in the twenties.
