Yet I am not aware that any full history of this time has been written in English. The career and character of Riche lieu are, to a certain extent, familiar, but, perhaps, most have a general idea of his administration, rather than a familiarity with what he actually did. Both the character and administration of Mazarin are, I think, little known fto most English readers. Yet eighteen years which em braced the Fronde, and the treaties of Westphalia and the Pyrenees, cannot be deemed unimportant. If the policy of Richelieu is worth studying, the man who was his legitimate successor should not be ignored by students of history. The accuracy of modern scholarship demands, also, the examination of authorities which, until recently, have been largely inaccessible and wholly disregarded. There are a great number of contemporary memoirs covering this time. Many of the leading political characters have left their own records of their careers. It is upon such authori ties, chiefly, that any works treating of this period have been based, with the exception of a few recent French publications. The ideas entertained of the Fronde, for example, and of the characters of Mazarin and Cond , have been principally derived from various contemporary memoirs, of which those of Retz are best known and have been most used. Many of these memoirs furnish much information that is accurate and valuable, and a study of them is indispensable. But it is impossible. The Peace of Westphalia, the League of the 'rhine, the English Alliance, the Peace of the Pyrenees, and the Treaty of Oliva form a brilliant list of successes unequalled in the life of any French minister. So fully engrossed was he in the complicated struggle with the Emperor and Spain, that be neglected the internal affairs of France and underrated the strength of the Opposition headed by the parlement of Paris. He paid dearly for that mis calculation, though it is questionable if, under the existing circumstances, success abroad was at that time compatible or possible with administrative reforms at home and a policy of severity towards the nobles. Be that as it may, no sooner had the storm in Paris broken out than Mazarin addressed himself with vigour to the task of V repressing internal disorder. After a long and weary period, from 1648 to 1653, he succeeded, and the monarchy was once more supreme in France. The last eight years of his life were then devoted to recovering for France that position in Europe which during the Fronde troubles she had temporarily lost. In 1661 he died, having completed Richelieu's internal policy, and leaving that statesman's administrative system in full working order. The destruction of the Hapsburg schemes had also been effected, and on his death Mazarin left France in a stronger position then she had enjoyed. Book excerpt: Excerpt from A History of French Architecture, From the Reign of Charles VIII Till the Death of Mazarin, Vol. 1 In the following pages I have endeavoured to trace the history of French Neo-Classic architecture from its tentative beginnings in the reign of Charles VIII to its mature development in the middle of the seventeenth century. My first idea was to attempt a continuous history of the movement down to the break-up of the classical tradition at the time of the French Revolution, but the subject is so enormous that it would be impossible to do justice to it in any summary manner, and I have therefore limited the present survey to French architecture prior to the death of Mazarin. This is a convenient date at which to pause, because on the one hand the art had by that time completely arrived, and on the other the personal rule established by Louis XIV after the death of Mazarin introduced certain new social and political factors, which materially affected the arts of France. In order to complete my account of the sixteenth century, I have included a sketch of the latter days of Gothic architecture. Dates of course overlap in an inconvenient manner. Francois Mansart died in 1666, and Le Vau only four years later, yet I have not included Errard, Le Vau, Cottart, or Antoine Le Pautre in this work, because they represent a different phase in architecture, and belong to the group of men who were taken on by Colbert after the death of Mazarin, and their work was the starting-point of the new era of Louis XIV, rather than the last word of the age of Mazarin and Anne of Austria. The guiding purpose of this history has been to show the continuous growth of French Neo-Classic architecture from the date of its first introduction into France. In my judgement it is unhistorical to limit the Renaissance to those two or three generations of the time of Charles VIII, Louis XII, and Francois I, when builders and ornamentalists were blundering about in endeavours to grasp the spirit of the Italians which lamentably failed of their purpose.
