Book excerpt: The Millennium Development Goals (MDGs) were launched at the UN General Assembly in 2001, and have had great influence on the field of international development. The Goals cover areas such as extreme poverty (i.e. living on less than US$1.25 per day), primary education, child and maternal mortality, and HIV/AIDS; each Goal is supported by underlying targets, most of which have a target date of 2015. In July 2012, the UN Secretary-General established a High-level Panel, tasked with making recommendations as to what should replace the MDGs after 2015. Under the MDGs, some of the targets are phrased in universal terms, but others are relative - on extreme poverty, for example, the target is not to eliminate it but to reduce it by half. The Prime Minister has argued that the post-2015 framework should aim for the elimination of extreme poverty, and the Committee agrees. Another key debate is whether the post-2015 framework should incorporate issues of environmental sustainability, again supported by the Committee. The MDGs undoubtedly had great resonance around the world. The simplicity and measurability of the MDGs, and the level of responsibility countries have taken for meeting them, have been crucial factors in their success. For those involved in developing the post-2015 framework, the most critical task is to ensure that these strengths are retained.

Book excerpt: Post-Truth Rhetoric and Composition is a timely exploration of the increasingly widespread and disturbing effect of “post-truth” on public discourse in the United States. Bruce McComiskey analyzes the instances of bullshit, fake news, feigned ethos, hyperbole, and other forms of post-truth rhetoric employed in recent political discourse. The book frames “post-truth” within rhetorical theory, referring to the classic triad of logos, ethos, and pathos. McComiskey shows that it is the loss of grounding in logos that exposes us to the dangers of post-truth. As logos is the realm of fact, logic, truth, and valid reasoning, Western society faces increased risks—including violence, unchecked libel, and tainted elections—when the value of reason is diminished and audiences allow themselves to be swayed by pathos and ethos. Evaluations of truth are deferred or avoided, and mendacity convincingly masquerades as a valid form of argument. In a post-truth world, where neither truth nor falsehood has reliable meaning, language becomes purely strategic, without reference to anything other than itself. This scenario has serious consequences not only for our public discourse but also for the study of composition.

The volume problematizes the 'quality peace' concept as a way to understand the origins of armed conflict as well as problems deriving from the conflict dynamics and the need for social, political, and economic changes in the post-conflict periods. The book emphasizes five dimensions as crucial for quality peace in a post-accord society. Negotiations and agreements not only aim at avoiding the return of war but also seek to: (1) promote reconciliation, (2) develop mechanisms for resolving future disputes, (3) provide for reliable security, (4) open economic opportunities for marginalized segments of the population, and (5) generate space for civil society. These five dimensions together provide for quality peace after war. They are studied in the context of internal armed conflicts in which multiple parties have signed a peace agreement.
