Book excerpt: South Africa's black enterprise sector is a residual employer with an important role to play in improving welfare and alleviating poverty. It is also a source of dynamic and potentially dynamic firms that create wealth and generate employment. The challenge facing South Africa is to design an institutional framework that accords black enterprises much broader access to financial services, training, and technical assistance. That framework is contained in the government's policy paper, National Strategy for the Development and Promotion of Small Business in South Africa. Details of the institutional framework to increase access to financial services by emerging enterprises are discussed here. Like South Africa, many countries in Africa, Asia, and Latin America face severe unemployment, a stagnant formal economy and a burgeoning informal economy made up of small enterprises which constitute the only means of livelihood for a substantial share of the population. South Africa's efforts to develop its formal financial sector's capacity to serve the needs of small, new businesses offers potentially interesting lessons for other countries.

This marginalisation exacerbates disparities in wealth. These ills have to be reduced for South Africa to prosper. A key driver for poverty reduction is ensuring all folds of society contribute to economic activity and are included within financial systems. A fundamental step in the process is for organisations to provision financial service offerings for the second economy. Whilst this has occurred, the majority of offerings have failed or have been met with limited success. There is a requirement to understand the customer and their needs hence providing a framework with which an organisation can create sustainable offerings for the second economy. Semi-structured interviews were conducted with twelve experts in financial service organisations. These persons had various roles from product managers to managing directors. The respondents hailed from research and non-governmental organisations. Using content and thematic analysis the researcher analysed data from the interviews. This data was used to transform a de jure new service development (NSD) framework created from the literature to a de facto NSD framework. This framework encompasses critical success factors and criteria required for sustainable offer development in South Africa. The research highlighted financial services organisations are not performing the basic processes and those performed, are performed ineptly. There is a dire need for a mind shift change, currently hindered by industry arrogance, to effect new process, to effect radical innovation, to effect new business models, to create sustainable service offerings for the second economy. Finally it's evident a tool such as the de facto NSD framework, or similar, is essential in organisations to start perpetuating this change and supporting leaders in this drive.

These markets are gradually being opened for international investors seeking diversification and rewarding risk adjusted returns. However, opening up to international investors is a necessary but not a sufficient condition to attract institutional money needed to provide depth and professionalism to these markets. Without a cultural shift towards more transparency, better regulations and governance, and the availability of custody, clearance and equity research, up to international best practice, not much institutional money will be forthcoming to the region. Funding sources in the Middle East and North Africa Region are still predominantly channeled through the banking system, with equity and fixed income markets playing a marginal role. While the worlds financial markets show on average a balanced structure of bank assets, stock market capitalization and debt securities, the capital mix in the region is heavily skewed towards bank assets with a share of 58.8%, equities around 34% and debt securities (bonds and Sukuk) 7.2%. Stock markets of the UAE and Qatar have recently been upgraded to emerging market status, which together with Egypt are the only three Arab countries that have selected listed companies featuring in the Morgan Stanley Capital Index for Emerging Markets (MSCI EM). Saudi Arabia has opened its stock market to direct investment by foreign financial institutions in the second half of 2015. The opening of the Saudi stock market is a major positive development for the regions capital markets. The path ahead for MENA finance has become now clearer. The relative weight of commercial banks in the financial system will diminish gradually, and a wider range of financial services will be provided by deeper and increasingly more sophisticated debt and equity capital markets, in line with worldwide trends. Sharia compliant products, such as Sukuk, are expected to continue to grow at double-digit rate to meet the strong demand generated regionally and internationally.
