Book excerpt: In many other countries, there are no comprehensive systems for assessment of the governance sustainability of agriculture and its importance for the overall agrarian development. This study tries to fill the gap and suggests a holistic framework for understanding and assessing governance sustainability. The newly elaborated approach is “tested” in a large-scale study for assessing the governance sustainability of Bulgarian agriculture. The study has proved that it is important to include the “missing” Governance Pillar in the assessment of the Integral sustainability of agriculture and sustainability of agro-systems of various types. Assessment of the Governance sustainability of Bulgarian agriculture indicates that the Overall Governance Sustainability is at a “Good” but close to the “Satisfactory” level. There is considerable differentiation in the level of Integral Governance sustainability of different agro-systems in the country. Results on the integral agrarian sustainability assessment based on micro (farm) and macro (statistical, etc.) data show some discrepancies which have to be taken into consideration, while assessment indicators, methods and data sources improved.

This study tries to fill the gap and suggests a holistic framework for understanding and assessing the governance sustainability of Bulgarian agriculture. The newly elaborated approach is “tested” in a large-scale study for assessing the governance sustainability of the country's agriculture at national, sectoral, regional, eco-system and farm levels. The study has proved that it is important to include the “missing” Governance Pillar in the assessment of the Integral sustainability of agriculture and sustainability of agro-systems of various types. Multiple Principles, Criteria and Indicators assessment of the Governance sustainability of Bulgarian agriculture indicates that the Overall Governance Sustainability is at a “Good” but very close to the “Satisfactory” level. Besides, there is considerable differentiation in the level of Integral Governance sustainability of different agro-systems in the country. What is more, the individual indicators with the highest and lowest sustainability values determine the “critical” factors enhancing and deterring the particular and integral Governance sustainability of evaluated agro-system. Last but not least important, results on the integral agrarian sustainability assessment based on micro (farm) and macro (statistical, etc.) data show some discrepancies which have to be taken into consideration in the analysis and interpretation, while assessment indicators, methods and data sources further improved.Having in mind the importance of holistic assessments of this kind for improving the agrarian sustainability in general, and the Governance sustainability of agriculture in particular, they are to be expended and their precision and representation increased.

Book excerpt: The report proposes a framework for assessing the sustainability of social-ecological landscapes (SEL) to be used by the West and Central African Food Systems Transformation (TAFS-WCA) initiative for research, planning, and implementation of its Work Package 3 (WP3). It builds on existing assessment frameworks from relevant fields (e.g., Eco agriculture, Agroecology, Integrated Landscape Management, etc.). At the center of a Sustainable Social-Ecological Landscape (SSEL) is the improvement of the management of land and the natural resource base in such a way that land use concurrently meets three goals: (i) provision of products (e.g., food) and services on a sustainable basis, (ii) support for sustainable livelihoods for all social groups and (iii) conservation of the full complement of biodiversity and ecosystem services. Globally, SSEL related approaches like eco-agriculture, agroecology, and landscape approaches are already being applied, with promising results, especially in places where food production, poverty alleviation, and conservation of biodiversity, water, and ecosystem services are all high priorities. However, a comprehensive framework for measuring/monitoring landscape status and performance vis-a-vis competing landscape uses and management interventions has not been given much priority in the literature. Different forms of land use, such as forestry, agriculture, extraction of minerals, conservation/protected areas, and settlements, are interdependent. Therefore, landscape performance and monitoring frameworks that focus exclusively on protecting natural resources or the intensification of agriculture and other land uses can only give an incomplete viewpoint/overview of landscapes with all their uses and stakeholders. Considering the SSEL goals above, a holistic conceptual framework for landscape-based assessment is needed; such a framework must consider the drivers and effects of land use and the individual management interventions as well as the complex interactions among different land uses and interventions across the landscape. The present study proposes the Drivers-Pressure-State-Impact-Response (DPSIR) framework for SEL. It is important to emphasize that this study recognizes that different individuals and organizations under the TAFS-WCA initiative may have different interests in understanding the status and performance of selected SELs. The research envisages two important applications of a framework for measuring and understanding SEL: i) it can facilitate inclusive decision-making by multiple stakeholders working in the same landscape by explaining interactions, synergies, and trade-offs among SSEL goals and landscape components, and ii) when SSEL-related management innovations are successful (or otherwise), the framework can help document the same, reinforcing the case for adopting and scaling up innovations.

While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.

Book excerpt: The specific system of governance in different countries, regions, subsectors, etc., eventually determines the speed and type of socio-economic development. Despite its big academic and practical importance, in Bulgaria and other countries in East Europe, there are very few empirical studies on dominating governing structures in agriculture, and their impact(s) on agrarian sustainability. In this paper the interdisciplinary New Institutional Economics framework is incorporated, and the impact of diverse market, private, collective, public and hybrid modes of governance on agrarian sustainability at the current stage of development in Bulgaria assessed. First, the methodological framework of the study is outlined. After that dominating governing modes in Bulgarian farms of different juridical type, size, specialization, ecological and geographical location are identified, and their impacts on agrarian sustainability and its economic, social, and environmental pillars evaluated. In conclusion implications for further research, public policy improvement, and private managerial strategy formation are presented. Agricultural producers of different use quite unlike mixture of effective market, private, collective and hybrid modes for governance of their activities and relations. Individual factors and modes most contributing to improvement of agrarian sustainability at the current stage of development are: manager's personal convictions and initiatives, farms resources and innovation potential, near future profit and benefits strategies, market prices levels and dynamics, area-based EU subsidies, and informal agreements. Research on relations between the governing structure and agrarian sustainability is to continue though increasing representation, and the spectrum of specific governing modes used by farms of different type as well as assessments of the impact of institutions on agrarian sustainability and the impact of the governance at different hierarchical levels. The latter however, requires a new kind of micro and macro data, and a close cooperation between all interested parties.

Book excerpt: Greater sustainability in agricultural landscapes can be achieved if appropriate farm management practices are adopted in response to evolving socio-economic and environmental concerns identified by stakeholders. Development agencies, policy makers, and other stakeholders need data to support informed decisions that can improve the sustainability of agricultural landscapes. Chapter 1 reviews agricultural sustainability assessment frameworks to identify features to monitor progress towards goals for agricultural landscapes. Goals for improving sustainability vary depending on the context including local biophysical constraints on the system, social values, and economic relationships locally and globally. Chapter 2 details a process to identify themes and individual indicators for assessing sustainability in agricultural landscapes and applies the approach in a case study of Yaqui Valley, Mexico. After defining selection criteria, a set of indicators was developed in consultation with stakeholder groups. Access to data for selected indicators was a major obstacle to completing an assessment. Hence, Chapter 3 includes an analysis of selected indicators for which data were available. Better digital tools may allow farmers and other resource managers to gather site-specific information and access global databases to characterize and monitor farms and landscapes. Chapter 4 reviews apps that can support sustainable agricultural landscapes and identifies gaps in information provisioning tools to connect decision-makers to knowledge. Many apps link farmers to specific products for single solutions, such as GPS-guided farm implements or sensors within internet-of-things connectivity. Mobile apps to improve multidirectional agriculture knowledge exchange are extremely limited and poorly documented. There remains a need for apps emphasizing knowledge exchange and resource discovery to help farmers identify science-based practices that improve sustainability of agricultural landscapes. Development of a digital decision support tool requires ongoing interactions with targeted end users to clarify app performance objectives and social networking preferences, ensure reliability of scientific input and business management plans, and optimize the user experience. Together these four chapters provide recommendations and conclusions that help stakeholders work toward more sustainable agricultural landscapes through adaptive management and iterative assessment of progress.

A multiplicity of actors have been enrolled in this process, with the private sector and civil society progressively becoming key components in a global context often described as neoliberalization. Agri-environmental governance (AEG) thus gathers a highly complex assemblage of actors and instruments, with multiple interrelations. This book addresses this complexity, challenging traditional modes of research and explanation in social science and agri-food studies. To do so, it draws on multiple theoretical and methodological insights, applied to case studies from Asia, Europe, Africa, and the Americas. It elaborates an emergent approach to AEG practices as assemblages, looking at the coming-together of multiple actors with diverse trajectories and objectives. The book lays the foundations for an encompassing theoretical framework that transcends pre-existing categories, as well as promoting innovative methodologies, which integrate the role of social actors – including scientists – in the construction of new assemblages. The chapters define, first, the multiplicities and agencies inherent to AEG assemblages. A second set tackles the question of the politics in AEG assemblages, where political hierarchies interweave with economic power and the search for more democratic and participative approaches. Finally, these insights are developed in the form of assemblage practice and methodology. The book challenges social scientists to confront the shortcomings of existing approaches and consider alternative answers to questions about environmental governance of agri-food systems.
