It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

With the further movement towards quantification, and as technical and technological changes advance, this book argues that certain important quantifying practices can be understood in terms of symbolic power, which is more nuanced and subtle. The aim is that such an understanding can also open space for considering other instances of power that are blurred and nuanced in current international politics. By looking at how the merging of conflict and development issues in the fragile states agenda has been fed by and has fed the authority of ever-perfectible numbers, the book offers an approach to address the difficulty in dealing with profound inequality without presuming domination. Instead, the example of the g7+ group of self-labelled ‘fragile states’ and its tools indicate that quantification has reached a point of no return, but it has done so through indirect practices of management and with the complicity, so to say, of those deemed least favoured by it. This shows that there is little chance that policy-makers and academics can escape dealing with numbers and there is much to be gained by understanding how complex and knowingly imperfect statistics become authoritative and widespread. The economic cost of violence is rising too: the global economic impact of violence is a staggering USD 13.6 trillion, equivalent to 13.3% of Global GDP. And civilians, especially children and women, are most at risk. States of Fragility 2016: Understanding Violence takes a long hard look at violence in the world – and what we should do about it. The report showcases emerging thinking about violence, presents a new risk-based approach to monitoring various dimensions of fragility, and looks at financial flows in support of fragile contexts. Understanding Violence finds that development, peace and security efforts in the developing world have not kept pace with the new reality of violence. We need to dedicate more resources and attention to violence. And to be effective, we need to put people – especially youth – at the centre of our efforts.

Between 1990 and 2015, successful development strategies reduced the proportion of the world’s people living in extreme poverty from 36 to 10 percent. But in many fragile and conflict-affected situations (FCS), poverty is stagnating or getting worse. The number of people living in proximity to conflict has nearly doubled worldwide since 2007. In the Middle East and North Africa, one in five people now lives in such conditions. The number of forcibly displaced persons worldwide has also more than doubled in the same period, exceeding 70 million in 2017. If current trends continue, by the end of 2020, the number of extremely poor people living in economies affected by fragility and conflict will exceed the number of poor people in all other settings combined. This book shows why addressing fragility and conflict is vital for poverty goals and charts directions for action. It presents new estimates of welfare in FCS, filling gaps in previous knowledge, and analyzes the multidimensional nature of poverty in these settings. It shows that data deprivation in FCS has prevented an accurate global picture of fragility, poverty, and their interactions, and it explains how innovative new measurement strategies are tackling these challenges. The book discusses the long-term consequences of conflict and introduces a data-driven classification of countries by fragility profile, showing opportunities for tailored policy interventions and the need for monitoring multiple markers of fragility. The book strengthens understanding of what poverty reduction in FCS will require and what it can achieve.
