That is a proportion between the two arms of the service which is not often considered, but in the early days of the Republic, and certainly during that war, the sailors were two to one of the volunteers who served our Government in the War that gave us independence upon the sea as the Revolution had secured it upon the land. In the Indian and frontier wars the fighting men were, as a rule, volunteers. In the Mexican War, the only war in which our country has engaged of which we are not proud, for when we investigate the cause of that war we learn that we as a people were willing to quarrel and go to war with a friendly neighbor and with an unworthy motive, that of extending the slave area of this country, in that war, as in all of our other wars, it was chiefly the volunteers who fought it through, although there was a larger number of regulars engaged in that than in any of the preceding wars. In the war with Spain it was much the same. I can not but admit that as a soldier of the Civil War I looked with trepidation and concern upon the question as to how the American young man of 1898 would act as compared with the young men of 1861--65. But I am thankful to say that the same manly, courageous spirit was there; there was no laggard, no one holding back. It gave an assurance to us old fellows, so rapidly passing off the scene, that the American boys and young men of this generation possess the true American volunteer spirit. Applause. When the Civil War came on the Government was greatly embarrassed by the position of the Regular Army. A large proportion of our most highly educated and best equipped officers who had received their training and education from the Government turned against it at the time it...

I certainly can not attempt to respond for both, and indeed would not even attempt to respond for the Army, were it not at the command of my chief. Duty having called him away, and he having required that I should represent him here (which requirement our commander, the lieutenant-general, has seen proper to enforce upon me), I could not do otherwise than respond. I have no hesitation, however, comrades, in speaking to you of the Army, for you know what the Army is, what its character is, what its history is, and what its duty is. But the country at large does not understand these things so well. We see the whole country to-day thrilled with emotion, astounded, even indignant at the sacrifice that has just been made on the plains. Yet you know, gentlemen, that that sacrifice is one which was liable to be made, and which may be repeated any month in the year. There has been no month during the last ten years when the sacrifice that the daring CUSTER and his gallant comrades have made to the Nation might not have been expected in the loss of scores and hundreds of our comrades of the Army. Those who are unacqnainted with the peculiarities of savage warfare fail utterly to realize the character of the Indian campaigns. They talk about skirmishers, advance posts, and flankcrs, about feeling your way, and about not being surprised. I tell you, gentlemen, that in a time of war those conditions are entirely impracticable as against the savages, and that the country has had no idea of the difficulties and dangers of the troops whom SHERIDAN, OusrnR, CRooK, and scores of others of our gallant commanders have led against the hostile Indian tribes during recent years. Even CRooK has been abused because his Indian campaign has not been a...

Excerpt: ... the Republic, looking over all this wide land, larger than the world of the ancients, can exclaim with pride and truth, "What region of all this, our beloved land, is not distinguished by the pacific labors of disbanded soldiers of the Republic?" This, soldiers, is the lesson, it seems to me, which you have required me to recognize, this is the great truth which you have demanded that I should utter in your hearing, that the soldiership of this late time, that the soldiership of this civilization, that the soldiership of our Christianity, is not a rude and barbarous and savage instinct, but is founded on the very refinement of our civilization, rests on the very high est virtues of our nature, and springs to arms only when some great cause is to be vindicated and some great truth to be maintained. The soldiership of to-day, the soldiership of the citizen who becomes a soldier and from the soldier again becomes a citizen, is the result of a glorious devotion of himself to the genius of liberty, of home, and of country; and when such a citizen springs to arms and becomes a soldier for that purpose, when his home is protected, when his country is defended, and when liberty is maintained, then the soldier ceases to be a soldier, and again becomes a citizen; and if the time shall ever come, if the glorious time shall ever come, when our homes shall no more be exposed to assault, when the state can not be assailed, when liberty can not be threatened, then for the last time, the soldier will convert his spear into pruning-hooks and men then shall learn to war no more forever. The HoN. AUsrm BLAIR not being present, the toast assigned to him was not announced. The last toast on the programme was " To the Loyal Women," and...

Excerpt: ...the deadly miasmas of the Southern swamps, the whirling current of mighty rivers, or the burning sun of an almost tropical climate, presented obstacles sufficient to withstand the genius and resistless energy of its soldiers. Nor did the gallantry of the brave men who fought against it in an unholy cause meet with better success. Your efforts, then, in the service of your country, have won the respect and applause of the world. Military men, in every land, study your campaigns with admiration, and the patriot will forever recall them with blessings. I know, perhaps, as well as most men, the desperate nature of the services performed, for I participated in a portion tf your glorious labors, and shall ever remember the courage and patriotism of our invincible soldiers in the midst of the greatest privations. To you, "the members of the Society of the Army of the Cumberland," what gratifying memories must be awakened as you compare the present with the past. You sprang to arms at the call of a country threatened with ruin. The struggle was long and bloody, but your consolation for all must be, that in the end you triumphed. The country was saved--nay, more than saved--for you gave it a reconstruction which rendered the doctrine of the Declaration of Independence a fact, and restored us the respect of the civilized world as a nation of freemen. The blessings thus bestowed upon your own country are being multiplied. Other nations, taking heart among their peoples, are awakening to the fact that the only government worthy the enlightenment of the age is that established by the people. In this practical age, the simplicity and real majesty of the republican form comports far better with the spirit of the times than the glitter, vice, ...

Available in PDF, EPUB and Kindle. Book excerpt: Approaching Atlanta in July of 1864, William Tecumseh Sherman knew he was facing the most important campaign of his career. Lacking the troops and the desire to mount a long siege of the city, Sherman was eager for a quick, decisive victory. A change of tactics was in order. He decided to call on the cavalry. Over the next seven weeks, Sherman's horsemen - under the command of Generals Rousseau, Garrard, Stoneman, McCook, and Kilpatrick - destroyed supplies and tore up miles of railroad track in an attempt to isolate the city. This book tells the story of those raids. After initial successes, the cavalrymen found themselves caught up in a series of daring and deadly engagements, including a failed attempt to push south to liberate the prisoners at the infamous prison camp at Andersonville. Through exhaustive research, David Evans has been able to recreate a vivid, captivating, and meticulously detailed image of the day-by-day life of the Union horse soldier. Based largely upon previously unpublished materials, Sherman's Horsemen provides the definitive account of this hitherto neglected aspect of the American Civil War.
