Book excerpt: In his introductory statement to the Executive Committee at its fourteenth session, the High Commissioner emphasized that the 1966 programme reflected the growing number of new problems of refugees with which his Office was confronted, particularly in Africa. The High Commissioner also drew attention to extracts from the course of lectures which he had recently given at The Hague in which he had made an analysis of the development of the 'good offices' functions which had acquired new significance in view of the terms of Resolution 1673 (XVI) of the General Assembly. The Committee considered the item International Protection on which the High Commissioner submitted a Note and the Italian delegation a Memorandum. The Deputy High Commissioner made a statement to the Committee on recent developments regarding the adoption of a legal instrument relating to refugees in Africa and, in particular, the examination of this question at the recent conference in Accra of the Organization of African Unity (OAU). He referred to the declaration and resolution adopted by the Heads of States and Governments containing a pledge to observe strictly the principles of international law with regard to refugees and a request to member states not yet parties to the 1951 Convention to accede to it. The Committee considered various administrative and financial questions such as the use of the Emergency Fund. The Committee reviewed UNHCR Programmes in the following areas: resettlement, counselling, a reappraisal of the completion date of the Major Aid Programmes, and UNHCR Programmes for 1964, 1965, and 1966. In the course of the debate on the report on resettlement, Dr F. Jensen, Medical Director of the Australian Mission in Rome, made a statement summarizing his work with handicapped refugees over the past four years. Dr Jensen highlighted a few of the general principles which had emerged in the course of his work, particularly the need to provide the countries of resettlement with the fullest possible information on individual handicapped cases. The Committee considered the study on counselling needs and services in various countries and areas that was submitted by the High Commissioner as requested by the Committee at its thirteenth session. The report outlines the history of UNHCR's activity in this field and contains suggestions for the future. In accordance with the request it had made at its thirteenth session, the Committee had before it a Reappraisal of the Completion Dates of the UNHCR Major Aid Programmes. The results of the reappraisal are presented in the form of a timetable showing the planned rate of disbursement of the respective funds by UNHCR. With regard to UNHCR programmes for 1964 and 1965, the Committee took into account the eyewitness report given by the leader of the United Kingdom delegation based on a recent visit to Uganda, Tanzania and Burundi.
