Book excerpt: Saw Myat Sandy’s study deals with theoretical and empirical analysis of the political transitions in former Yugoslavia and Burma, the present day Myanmar. It covers the transition period of both states from the late 1980s until present. The author examines the democratic transition in both states, where the process has been ‘unsuccessfully accomplished’, i.e. after a very promising beginning sooner or later undermined by the challenges of the transition, which threatened to reverse, what was gained by democratisation. In this dissertation, Saw Myat Sandy argues that the democratic transition in both states became an extended process of transition’ because of its multi-ethnic societies. The democratisation in former Yugoslavia led to disintegration, and in Myanmar it is proving to be an intractable one and has become almost un-resolvable to anyone’s satisfaction. Myanmar today suffers from on-going political instabilities that cause political and social fragmentations but does not demonstrate that it will fall into conventional Balkan scenarios. This dissertation analyses if Myanmar’s political transition will follow the former Yugoslavian fate by using the transition theoretical framework and highlighting the empirical facts on the problems of ethnicity and other political factors that relate to these democratisation processes. The theoretical approaches are based on the ‘democratic transition and consolidation theories’ argued by Juan J. Linz, Alfred Stepan and Samuel Huntington. As opposed to many quantitative studies, relevant dimensions will gradually appear in this qualitative case study. The theoretical perspectives that apply are equally significant and supplement each other and relate to its national experience. The study contributes to the conventional theoretical debate and aims to offer the understanding for the need to expand the link between ethnicity and political transitions in transition theories. It proposes a heuristic method to integrate the dynamic of ethnicity in political transition theories.

First, the opposition was victorious because of the hard and creative work of a transnational network composed of local opposition and civil society groups, members of the international democracy assistance community and graduates of successful electoral challenges to authoritarian rule in other countries. Second, the remarkable run of these upset elections reflected the ability of this network to diffuse an ensemble of innovative electoral strategies across state boundaries. Finally, elections can serve as a powerful mechanism for democratic change. Serbia's borders and statehood remain open questions: the future status of Kosovo is unresolved and the survival of the State Union with Montenegro in doubt. As long as Serbia does not know what and where it is, its progress towards EU integration will be impeded. The political agenda remains heavily burdened by these open questions, and the baneful legacies of Milosevic's misrule. These divert politicians' attention from the equally demanding challenges of preparing for EU integration. Serbia needs to redefine its national identity and statehood in order to become capable of integrating into the EU. Serbia matters. With a population of 7.5 million, it is by far the largest country in the Western Balkans, and, as such, of crucial importance for the stability of the whole region. While the Serbs want to 'join Europe', they still do not fully trust it, and the feeling is reciprocated. Both sides now need to work to overcome their mutual incomprehension. This Chaillot Paper aims to make a start on that.

Existing welfare state theories mainly tend to explain the emergence and development of the welfare state in the western, industrialized and capitalist world. While the states of Central and Eastern Europe have recently been integrated in the academic discourse, the countries of the former Yugoslavia have been predominantly excluded from comparative analysis. Issues of nationalism and ethnic polarization have been prevalent there while socio-economic issues have been put on the back burner. This book explores what happened to the strong social states and relatively equal societies which existed in Slovenia, Croatia, Serbia and Macedonia, and looks into what accounts for these diverse outcomes. By investigating the applicability of the theories on welfare state development and typologization, it fills in the gap in the welfare state literature. It offers an original typology of social citizenship that takes into account the diversity of welfare policy formations across the region. The aim of this typology is not to compete with existing ones, but rather to offer a framework for better understanding of states that do not necessarily fit into known explanatory categories. This short period was long enough for him to make a penetrating diagnosis of the economic activity of the postcommunist government. He found that a coterie of tycoons and politicians live off the wealth of the majority of citizens and smaller entrepreneurs, while the economy performs below its capacities. In academic terms, extractive economic institutions create allocative inefficiency. Vivid, suggestive, and even entertaining accounts depict how privatization is administered and foreign investment projects are handled, and how party members, relatives, and friends are hired into public administration and state-owned companies. They show how the managers of firms that queue for state subsidies resist the systematic screening of their businesses. The principles of Keynesian economics are distorted and misused to conceal deliberate fiscal mismanagement. Huge ill-conceived development projects siphon taxpayers’ money from “non-economic” activities like social services, health, education, science, and culture. What Pavlović found in Serbia is acutely symptomatic of many other European post-communist regimes of our time, lending his book singular importance.

In addition to this opening up to the objects and theories of economics, the pseudo-"dilemma" ofsimultaneity produced, by a kind of feedback, another series of effects on transitology and the related research domains. Contrary to most expectations and predictions in the wake ofthe 1989 upheavals - affirmations that the "dilemmas", "problems" or "challenges" of the transitions in Central and Eastern Europe ought to have been dealt with and resolved one after the other in sequence, in the manner of the more or less idealized trajectories of Great Britain or Spain (trajectories significantly enough promoted, far beyond the circles of scholars, as a "model" of transition), and above all, contrary to the assumption that superposing a radical economic transformation upon a transition to democracy would make the whole edifice thoroughly unworkable, unstable or dangerous - it must be stated clearly out that the two processes, in their "simultaneity", are not necessarily incompatible. This is one of the main findings stressed upon in several chapters of this book.
