The problems under study fall under two different contexts of non-profit and commercial operations. The first part of the dissertation investigate the allocation of scarce resources in humanitarian organizations, given the marginally decreasing contribution of investment on the beneficiaries welfare. The main objective in this part is to maximize the well-being of people. Chapter 2 studies the decision making in a humanitarian organization regarding the procurement and utilization of operational assets in a dynamic setting, to minimize people's suffering. Chapter 3 investigates the budgeting decisions by an international humanitarian organization in order to maximize the overall utility from their operations around the globe. The second part of the dissertation, studies the Modular Hub Location Problem, for which the objective concerns minimization of the transportation cost. We propose two different approaches to overcome the complex nature of the problem in order to achieve solutions of higher quality. Chapter 4 proposes a modeling simplification by replacing the stepwise cost function with a best-fit linear approximation, which allows to solve larger instances using exact solution approaches. Chapter 5, on the other hand, develops an efficient heuristic that can solve large problem instances with small optimality gaps in a short period of time.

Buffa was held at the Anderson Graduate School of Management of the University of California, Los Angeles. This book is a collection of the work presented at that conference. The scholars who gathered to honor El are the prominent researchers in the field of Operations Management. Their collective work published in this book represents the richness of the field and provides the reader with valuable insights into its important issues and problems. While any grouping of the articles by these distinguished scholars will be arbitrary, I have organized the book in four sections. In the first section the articles dealing with the strategic issues in Operations Management are compiled. The articles deal with continuous improvement, quality, services, supply chain management, and creating value through operations. The articles that explore the interface of Operations Management with other functional areas, e.g. engineering and marketing, are grouped in the second section. The third section of the book contains articles that attempt to model some important planning problems that arise in the management of production and operations. Some of the papers in this section provide state of the art reviews of selected topic areas. Finally, the fourth section contains articles that deal with future directions for Operations Management. The authors offer several insights into the future evolution of the field. The book begins with the keynote address given by El Buffa at the start of the conference on November 2, 1991.

Book excerpt: Operations strategies, whether prompted by competitive or regulatory forces, can greatly impact firm performance. While operations strategies cover a wide spectrum of issues - supply chain management, technology choice, capacity allocation, etc. - this dissertation focuses on two such issues, namely, sustainability and product development. The thesis comprises three essays. The first essay (Chapter 2) examines a regulatory aspect of sustainability strategy, product take-back, a form of Extended Producer Responsibility (EPR). With a stylized model, we analyze the trade-offs between assigning full responsibility for product recovery to a single echelon in a multi-echelon supply chain versus sharing responsibility between echelons. We demonstrate how the sharing of EPR program costs between the echelons can move the supply chain closer to the coordinated profit benchmark. The second essay (Chapter 3) examines a voluntary aspect of sustainability from an empirical perspective. We investigate the impact from various types of corporate environmental initiatives and environmental awards and certifications on the market value of the firm. We find that the market is selective in reacting to environmental performance, with certain types of initiatives and awards even valued negatively. The third essay (Chapter 4) is an empirical examination of the shareholder value effects that result from the restructuring of firms' product development activities. We find that, on average, the stock market reacts positively to product development restructuring, and that the reaction is dependent on the firm's prior financial performance, restructuring objective, R & D expenditures, and size.

Probabilistic allocation mechanisms, in particular, may be perceived as unfair ex-post despite treating agents symmetrically ex-ante. The first chapter examines fairness concerns in an assignment problem involving public resources where over 8,000 students per year are allocated a high school seat in New York City. The main result is that perceived fairness issues are irrelevant: a mechanism based on a single lottery, random serial dictatorship, produces a distribution of matchings which is equivalent to a mechanism based on multiple lotteries, top trading cycles with random priority.
