In this major study of Afro-American culture, Sterling Stuckey, a leading thinker on black nationalism for the past twenty years, explains how different African peoples interacted during the nineteenth century to achieve a common culture. He finds that, at the time of emancipation, slaves were still overwhelmingly African in culture, a conclusion with profound implications for theories of black liberation and for the future of race relations in America. By examining anthropological evidence about Central and West African cultural traditions--Bakongo, Ibo, Dahomean, Mendi and others--and exploring the folklore of the American slave, Stuckey has arrived at an important new cross-cultural analysis of the Pan-African impulse among slaves that contributed to the formation of a black ethos. He establishes, for example, the centrality of an ancient African ritual--the Ring Shout or Circle Dance--to the black American religious and artistic experience. Black nationalist theories, the author points out, are those most in tune with the implication of an African presence in America during and since slavery. Casting a fresh new light on these ideas, Stuckey provides us with fascinating profiles of such nineteenth century figures as David Walker, Henry Highland Garnet, and Frederick Douglas. He then considers in detail the lives and careers of W. E. B. Dubois and Paul Robeson in this century, describing their ambition that blacks in American society, while struggling to end racism, take on roles that truly reflected their African heritage. These concepts of black liberation, Stuckey suggests, are far more relevant to the intrinsic values of black people than integrationist thought on race relations. But in a final revelation he concludes that, with the exception of Paul Robeson, the ironic tendency of black nationalists has been to underestimate the depths of African culture in black Americans and the sophistication of the slave community they arose from.

Consulting rare documents and other archival materials, he recounts how the American intellectuals, academics, and policy makers affiliated with these organizations institutionalized such elitism, which then bled into the machinery of U.S. foreign policy and became regarded as the essence of modernity. America hoped to replace Britain in the role of global hegemon and created the necessary political, ideological, military, and institutional capacity to do so, yet far from being objective, the Ford, Rockefeller, and Carnegie foundations often advanced U.S. interests at the expense of other nations. Incorporating case studies of American philanthropy in Nigeria, Chile, and Indonesia, Parmar boldly exposes the knowledge networks underwriting American dominance in the twentieth century.

After the Second World War, the renowned Foundation was the largest philanthropic organization in the United States and was dedicated to projects of liberal reform. Black power ideology, which promoted self-determination over color-blind assimilation, was often characterized as radical and divisive. But Foundation president McGeorge Bundy chose to engage rather than confront black power's challenge to racial liberalism through an ambitious, long-term strategy to foster the "social development" of racial minorities. The Ford Foundation not only bankrolled but originated many of the black power era's hallmark legacies: community control of public schools, ghetto-based economic development initiatives, and race-specific arts and cultural organizations. In Top Down, Karen Ferguson explores the consequences of this counterintuitive and unequal relationship between the liberal establishment and black activists and their ideas. In essence, the white liberal effort to reforge a national consensus on race had the effect of remaking racial liberalism from the top down—a domestication of black power ideology that still flourishes in current racial politics. Ultimately, this new racial liberalism would help foster a black leadership class—including Barack Obama—while accommodating the intractable inequality that first drew the Ford Foundation to address the "race problem."

Other features are a highly informative discussion of the Literary Digest magazine's Straw-Vote Presidential Polls, 1916-1936, and a review essay by Peter Ronaye in which he discusses "America as 'New World' Power: U.S. Foreign Policy in the Post-Cold War Era." The volume concludes with fifteen book reviews by knowledgeable scholars. The Politics of the Black "Nation" is a timely, thought-provoking volume. It will be of immense value to ethnic studies specialists, African American studies scholars, political scientists, historians, and sociologists. Georgia A.
