Book excerpt: The evidence on the impact of trade liberalization on gender inequalities is not fully established yet, nor is the impact of gender inequalities on trade policy outcomes. Sociocultural norms, legal barriers, and socioeconomic disadvantages are the main gender-based discrimination that affect the distribution of trade benefits between men and women. This study applied to Niger assesses the distributional effects of trade reforms between men and women and sheds light on the impact of gender-based barriers on the outcome of trade reforms. The Common External Tariff (CET) of the Economic Community of West African States has guided Niger’s trade policy since its implementation in 2015. Thus, the study essentially assesses the impact of the CET reform on gender inequalities in Niger. Focusing on employment levels and earnings, the study finds an increased gender gap under the CET implementation, although the custom union reform leads to positive outcomes for both men and women compared to the baseline. Moreover, gender inequalities result in misallocation of resources in the economy and lead to a loss in economic opportunity for Niger. Thus, closing the gender gap in access to productive resources is likely to generate positive outcomes for Niger.

Book excerpt: The aim of Nigeria’s extension reform and transformation agenda through its new national extension policy (NEP) is to put in place a legislated, pluralistic, farmer-responsive, and market-oriented extension system. The reformed extension system aims at an assured and regular source of funding and a well-trained and motivated staff, effectively catering for a variety of actors along targeted value chains. It also aims at effective integration of the complex innovation processes in the agricultural and food system transformation in Nigeria. Implementation of the NEP at the state level remains a major challenge. This paper documents issues, challenges, constraints, and potential solutions and opportunities in implementing NEP at the state level using Niger State as a case study. We use a qualitative method in the context of inclusive consultative process with a focus on the multi-stakeholder participatory model. We found that strengthening actors’ capacities for innovation by considering the complexity of agricultural innovation system is very critical to effective and successful implementation of national agricultural policies in Niger State. We confirm from our study that “networking, partnership facilitation, and collaboration” functions are crucial cross-cutting measures across the agricultural innovation system for operative and systematic implementation of the NEP in Niger State. Based on our findings in Niger State, even if we make effort to draw generic lessons for Nigeria, the case studies show that understanding the dynamics of efficiently and productively implementing the National Extension Policy remain case-specific, and no ‘silver bullet’ can be provided to support agricultural innovation system due to the complex federal governance system in Nigeria. Therefore, a state-level or case-specific is highly recommended for operational implementation process in Nigeria.

Book excerpt: The main objective of this study is to assess the potential contribution of agricultural investment to the achievement of Niger's economic and social development objectives. By combining a computable general equilibrium model and a microeconomic model, it helps to determine to what extent the implementation of the National Agricultural Investment Programme (NAIP) would enable Niger to achieve the objectives and targets of the CAADP, the United Nations’ SDGs and the African Union Agenda 2063. The results indicate that the implementation of the NAIP would enable the country to maintain the share of public agricultural expenditure above the 10% target set by CAADP. All things being equal, this would improve the attractiveness of the agricultural sector and increase both domestic and foreign private investment in the sector. Increased public and private investment could lead to agricultural GDP growth at a rate above the CAADP target of 6%, and to the achievement of several sustainable development goals by 2030 as well as some of the targets of the African Union's Agenda 2063. In particular, Niger could halve poverty by 2030. Similarly, the country could achieve the objective of sustainable growth and the creation of decent employment. However, reducing inequality and eradicating extreme poverty will remain major challenges for the country.

Book excerpt: Niger is a landlocked country in West Africa, and most of the population relies on subsistence farming. The country faces considerable food security challenges due to a combination of recurring droughts, desertification, population growth, and political instability. The World Food Program estimates that around 1.5 million people in Niger—roughly 6 percent of the population—are food insecure (WFP 2020). Agriculture plays a pivotal role in Niger’s economy, employing more than 80 percent of workers and contributing around 40 percent of GDP. The agricultural system is largely rainfed and productive activities are concentrated in the southern part of the country, particularly in the regions along the Niger River. Only 15 percent of the country’s land is arable, and rainfall is seasonal and highly variable. Millet, sorghum, cowpeas, and groundnuts are the major food crops, while pastoralism is a key component of the agricultural system, particularly in the arid regions in the north of the country. Despite the dominance of agriculture, Niger is a net food importer as agricultural production falls short of domestic food needs (FAO 2018). The government implemented the 3N Initiative (Nigeriens Nourishing Nigeriens) to address the root causes of food insecurity. This initiative aims to promote sustainable agricultural practices, enhance the resilience of farmers to climate change, and improve access to food (IFAD 2020). While rural households produce a significant amount of their own food, the importance of market purchases as a determinant of food security cannot be overstated. Market purchases are the primary food access strategy for Nigeriens for 8–9 months of the year. This highlights the importance not only of primary agricultural production, but also the broader agrifood system (AFS) in ensuring year-round access and availability of nutritious foods. Hence, in this brief we look beyond primary agriculture to understand the performance of Niger’s broader AFS and how it is contributing to growth and transformation in the country.

Recent estimates from the International Labour Organisation (ILO) (2013a) suggest that high and rising unemployment rates among youth remain a key challenge to global development, especially in the developing world. This is particularly important in sub-Saharan Africa where about 85 percent of youth (defined by the ILO as all those between the ages of 15 and 24 years) are poor, 70 percent live in rural areas where agriculture is the main source for their income and subsistence, and 11 million youth are expected to enter the labor market every year for the next decade (World Bank 2014). These characteristics of youth in sub-Saharan Africa justify the centrality of the nexus between youth employment and agriculture in formulating development policy on the continent. At the same time, youth unemployment is currently one of the issues receiving attention at the top of the global development agenda.

Book excerpt: We conduct a synthetic review of the literature examining relationships between domains of women’s empowerment and food system outcomes. Many studies report significant positive associations between women’s empowerment and intrahousehold gender equality with child dietary and nutrition outcomes, household food security, and agricultural production, but which aspect of empowerment matters for a particular outcome varies across contexts. Others document significant but mixed associations between empowerment indicators and women’s dietary diversity scores. The findings suggest women’s empowerment contributes to improved diets and nutritional status, especially for children, but that household wealth, gender norms and country-specific institutions remain important. Most papers reviewed were based on observational studies and therefore estimated associations; future research using experimental and quasi-experimental methods would add significantly to the evidence base.

Book excerpt: Nigeria’s rural youth are facing various challenges in agriculture, with limited job opportunities outside the sector. Using qualitative focus group discussions and individual interviews with youth in four communities in two Nigerian states, the paper reflects on nuanced differences in perceptions of opportunities, coping mechanisms and overall resilience of youth in rural Nigeria, as well as differential access to information, inputs and irrigation based on age, gender and community. We apply the GCAN framework, to illustrate the factors that shape resilience pathways in the context of climate change and other shocks and stressors. Many of the constraints rural youth face are faced by other groups, including lack of finance, farm inputs and modern equipment for production and processing. Yet, youth face higher and specific hurdles related to lack of capital, experience and a strong social capital and networks that would facilitate coping with climatic and other shocks and improving their livelihoods. Young women in particular have less access to information and irrigation, and are less likely to benefit from cooperative memberships. Nevertheless, young men and women have higher resilience compared to older groups in terms of health, mobility and ability to migrate, as well as easier access to the internet as a source of information. Youth can better build resilience and a network and receive government assistance when part of a cooperative. Nevertheless, a larger enabling environment in the sector is needed, to improve roads, access to markets, information, inputs and equipment to support young farmers who cannot leave the agriculture sector. A promising factor is that many young men and women realize the importance of agriculture and aspire to become successful in the sector.

International development organizations have supported programmes that promote evidence-informed policies, however, this support has often been focused on short-term and externally driven solutions, with limited impact in the long run. Faced with this scenario, there is now a growing interest in the role of resilient and sustainable national systems that can generate organic evidence-informed agricultural policy. Yet, there is limited knowledge on how to map out and analyse such systems, which is critical to fostering their emergence and the later uptake of evidence in policymaking. This study draws on ecological science and social network analysis to develop and test a framework that can help understand evidence-policy systems and their potential to sustainably promote evidence-informed policymaking in the agricultural sector. Applying this framework in Benin, the study found that beyond the Ministry of Agriculture, other organizations produce, broker or use evidence such as data, research, evaluation and expert knowledge in a context that is influenced by the institutional rules and setup, the incentives in place and the funding landscape. Furthermore, the paper analyses the sustainability of the evidence-policy system in Benin through its power, resilience and capability. Finally, it provides policy recommendations with the key entry points to improve on and how a system like this can be used to improve agricultural policymaking.

The lack of clarity also deprives policy makers and practitioners of the information, inspiration, and conviction to develop and execute sector plans that could operationalize diversification. Transforming Agribusiness in Nigeria for Inclusive Recovery, Jobs Creation, and Poverty Reduction: Policy Reforms and Investment Priorities aims to provide that clarity by illustrating the potential of the agribusiness sector to accelerate inclusive growth, create jobs, and reduce poverty. Building on an early finding that this sector provides the best prospects for inclusive growth and more and better jobs, the book identifies the specific agricultural value chains with the highest potential to create jobs, reduce poverty, and improve nutrition outcomes. The findings demonstrate, however, that the value chains with the most potential to pursue one policy objective are not necessarily as effective for other objectives, clearly calling for selectivity of value chains, depending on policy objectives. The book also estimates the level of growth required to meet specific jobs targets and finds that the growth burden is lower when on-farm and off-farm segments of agribusiness grow in tandem and higher if either segment stagnates. It concludes that a whole-of-agribusiness approach that emphasizes coordinated investments between on-farm and off-farm segments is needed to enable the sector to meet its potential in creating jobs and generating inclusive growth.
