This study was guided using a qualitative method and exploratory research by design. There were two major questions used in this study, namely, the perceptions of foster parents regarding adolescents that have been placed in their home, and what type of knowledge or training would assist foster parents to care for an adolescent foster youth. A total of eight participants were recruited and interviewed for this study. Results indicated that many foster parents view the adolescents as a difficult population, but fostering them can be a rewarding experience. The findings also identified that foster parents feel that they do not receive adequate support or communication from county social workers. The key findings also suggest that foster parents may need more individual time to relax and that a local agency can provide support and assistance to the foster parent, as well as the adolescent. Training would be an important aspect to recruit potential foster parents, giving them tools to deal with the possible difficulties that may arise when dealing with problem behaviors.

Book excerpt: Decades of research have demonstrated that the parent-child dyad and the environment of the familyâ€"which includes all primary caregiversâ€"are at the foundation of children's well- being and healthy development. From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. Book excerpt: On any given day, more than half a million youth reside in foster care within the United States (Bruskas, 2008; Child Welfare League of America, 2006). Prior to placement, many of these youth have experienced prolonged and substantiated maltreatment such as abuse and neglect, (Levitt, 2009, Sprang, Clark, Kaak, & Brenzel, 2004), which may predispose them to various mental health issues that warrant mental health care (Landsverk, Burns, Stambaugh, & Reutz, 2009). These mental health needs, which far exceed those of their same aged counterparts not residing in foster care, however, may not being adequately addressed by our child welfare or mental health system (Levitt, 2009). Additionally, research suggests that few foster parents receive appropriate and sufficient training to deal with the specific emotional and behavioral problems of the children placed in their care, resulting in lowered foster parent satisfaction levels and multiple failed placements (Barth, Green, Webb, Wall, Gibbons, & Craig, 2008; Chamberlain, Price, Reid, & Landsverk, 2008; Redding, Fried, & Britner, 2000). Based on the literature, it is this author's belief, that one specific mental health concern of youth in foster care is self-injurious behaviors. This belief is based on research, which identifies common environmental and individual risk factors amongst both individuals who engage in acts of self-injury and youth placed in foster care (Claes, Vandereycken & Vertommen, 2004; Gratz, 2006; Strong, 1998; Suyemoto & MacDonald, 1995, van der Kolk, Perry & Herman, 1991; van der Kolk, McFarlane & Weisaeth, 1996; & Walsh, 2006). Although a paucity of research exists on the exact prevalence rates of self-injurious behavior amongst the foster care population, literature which indicates the need for foster parents to receive increased training on the potential various mental health issues of youth in care is overwhelming. The present work consists of a psycho-educational training program designed to be implemented by certified foster parent trainers and administered to licensed foster parents. This six-hour training was developed from an integration of the research on effective treatments for self-injurious behaviors amongst adolescents, as well as the literature examining the unique mental health needs of youth placed in foster care. The training program utilizes a multi-modal format including case vignettes, role plays, questionnaires, and group activities in conjunction with lecture, to help foster parents become familiar with the current research on self-injurious behaviors and the special risk factors of the youth placed in their home. The training also includes strategies that foster parents can utilize to effectively parent a youth who self-injures, which include communication skills, a suicide assessment protocol, information on how to navigate the mental health system, and resources for support. The implications and limitations of this training, as well as areas of future research are discussed.

This study also seeks to understand foster parents' ability to promote Emotional Intelligence and recognize emotions and change in emotions among children. Few studies to date address the emotional needs specific to the foster care population and how foster parents can best support social and emotional development in this population. The study found foster parents' demonstrated the ability to notice change in emotions of their foster children. Additional findings suggest that foster parents who value emotional expression are likely to engage in conversations regarding emotions. Foster parents must have a clear understanding of the value of Emotional Intelligence in order to follow through with behaviors which support Emotional Intelligence.

Book excerpt: Parental involvement in children's education has been associated with children's academic success; however, little is known about the academic involvement of foster parents with their foster youth or their understanding of their roles and responsibilities related to education. The primary purpose of this study was to explore associations between and among factors that have been relevant in the general literature around academic success and foster parents' academic involvement. This study explored the relationship between these factors of parental self-efficacy, knowledge and skills, time and energy, and the foster child's invitation, and home-based academic involvement practices of foster parents. A secondary goal was to examine foster parents' understanding of their educational roles and responsibilities related to education, as well as the areas of confusion regarding those roles. A self-reported, online questionnaire was provided to 140 current or past foster parents of middle and high school aged foster youth. Ordinal regression analyses were conducted to examine the associations between the foster parents' self-efficacy, knowledge and skills, time and energy, the foster child's invitation, and the foster parents' home-based academic involvement practices. In addition, descriptive and bivariate analyses tested for associations between the motivators of home-based involvement and the foster parents' understanding of their roles and responsibilities. Results demonstrated that foster parents' self-efficacy, perception of their knowledge and skills, and the receipt of invitations from their foster child for assistance, were predictive of their level of home-based academic involvement. However, time and energy were not associated with involvement. Results also showed that foster parents generally lacked clarity on who had the authority to initially access services or to execute those services. Even for common services such as time management and study skills, approximately half of the foster parents thought it was their responsibility and the other half thought it was the professional staff (case managers and educational specialists). Findings are discussed in the context of study limitations and implications for practice and research.

Book excerpt: The number of children in foster care continues to rise with 442,995 in foster care according to the Adoption and Foster Care Analysis and Reporting System (AFCARS) Report, (2018). Although many scholarly articles on the foster care system have been published in recent years, limited studies existing on efforts to recruit with kinship or non-related foster parents. With the number of foster children placed in non-related foster homes outnumbering those in kinship homes, the present study is designed to increase understanding of how knowledge of the foster care system, perceptions of the foster care system and foster parents, and personality traits of agreeableness, openness, and conscientiousness impacts prospective foster parents willingness to foster a non-related or kinship child. One finding from the study was that only the personality trait of Conscientiousness predicted willingness to foster a non-related child with R = .195, R2 =.038, F(1,78) =.3.068, p = .084. Another outcome of the study showed that Perceptions of the Foster Care system and the personality trait of Conscientiousness predicted willingness to foster a kinship child at R = .195, R2=.038, F(1,78) =.3.068, p = .084, and R = .187, change in R2= .035, F(1,78) = 2.834, p = .096 respectively. This is one of the first exploratory studies to contribute to the identification of personality traits or knowledge or perceptions of the foster care system with the potential to predict willingness to foster either non-related of kinship children. Future research in this area should continue in attempts to close the gaps between the number of children entering into foster care and the number of foster homes available for them.

They are "called emancipated"; they are legally adults free from the foster care system. But many leave foster care with no job or income, few educational prospects and little emotional support or community connections. There is a lack of knowledge regarding the effectiveness of services. Another challenge to improving policy and practice directed towards foster youth transitions to adulthood is the poor knowledge base supporting existing interventions. The vast majority of the existing research has relied upon caseworker ratings, self-reporting by foster parents, and identity information related to placement disruptions and placement success. Researchers must take into account the important role that foster youth perception plays in determining the child's goal and success or failure of placement. From an Interpretive Perspective this research focused on the concept of resiliency. This study evaluated the perceptions of successful independent young adults regarding their life experience after foster care focused on their personal strengths; resiliency.

Book excerpt: Foster youth in general tend to experience less success in terms of education compared to their non-foster youth peers. One possible explanation for this discrepancy is the fact that foster youth may lack the parental support that has been shown to be a very important factor in a youth's education. Parental support can be a very important motivating factor when deciding whether or not to pursue a post-secondary education. Majority of foster youth have been removed from their biological parents and placed into the care of foster parents. This qualitative study surveys foster parents to determine what they believe their role is when it comes to encouraging foster youth to pursue a post-secondary education. In addition, this study looks at the ways in which foster parents encourage their youth as well as any changes in the amount of encouragement they provide as a result of the AB 12 legislation. A total of seven surveys were collected from foster parents affiliated with a Foster Family Agency in the Central Valley. Results of this study show that a majority of the foster parents surveyed agree that it is part of their role to encourage their foster youth to pursue a post-secondary education after high school. Results also indicate that most of the encouragement that takes places between foster parents and foster youth takes the form of discussions around the topic of post-secondary education and that only about half of the participants reported that the AB 12 legislation had any effect on the amount of encouragement they provided to their foster youth.
