Book Minority Students in Special and Gifted Education

Download or read book Minority Students in Special and Gifted Education written by National Research Council and published by National Academies Press. This book was released on 2002-08-30 with total page 497 pages. Available in PDF, EPUB and Kindle. Book excerpt: Special education and gifted and talented programs were designed for children whose educational needs are not well met in regular classrooms. From their inceptions, these programs have had disproportionate representation of racial and ethnic minority students. What causes this disproportion? Is it a problem? Minority Students in Special and Gifted Education considers possible contributors to that disparity, including early biological and environmental influences and inequities in opportunities for preschool and K-12 education, as well as the possibilities of bias in the referral and assessment system that leads to placement in special programs. It examines the data on early childhood experience, on differences in educational opportunity, and on referral and placement. The book also considers whether disproportionate representation should be considered a problem. Do special education programs provide valuable educational services, or do they set students off on a path of lower educational expectations? Would students not now placed in gifted and talented programs benefit from raised expectations, more rigorous classes, and the gifted label, or would they suffer failure in classes for which they are unprepared? By examining this important problem in U.S. education and making recommendations for early intervention and general education, as well as for changes in referral and assessment processes, Minority Students in Special and Gifted Education will be an indispensable resource to educators throughout the nation, as well as to policy makers at all levels, from schools and school districts to the state and federal governments.

Book The Impact of Inadequate Mental Health Services and Multiple Placements on the Well being of Foster Children

Download or read book The Impact of Inadequate Mental Health Services and Multiple Placements on the Well being of Foster Children written by Lana Babajanians and published by . This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The child welfare system is responsible for ensuring the safety and well-being of millions of children. Children who enter the foster care system have experienced abuse in the home, which has caused them to develop mental health disorders. Due to gaps in services provided to youth in the child welfare system, Los Angeles County and the State of California was involved in a class action lawsuit in 2002. This lawsuit challenged the State's neglect to deliver mental health services to foster children. The literature review aimed to understand the consequences of inadequate mental health services for foster youth and the harmful effects of multiple foster care placements. John Kingdon's agenda-setting framework was applied to illustrate the child welfare system's response to the Katie A vs. Bonta class action lawsuit. Additionally, this project defined the adverse outcomes of insufficient mental health services and multiple placements on foster youth who age out of foster care. Limitations were present in this study due to time constraints, and recommendations for further research were proposed.

Book Exploring the Impact of Multiple Foster Care Placements Among Foster Youth and the Interventions that Address Multiple Placements A Systematic Literature Review

Download or read book Exploring the Impact of Multiple Foster Care Placements Among Foster Youth and the Interventions that Address Multiple Placements A Systematic Literature Review written by Maria Carmela Hernandez and published by . This book was released on 2017 with total page 86 pages. Available in PDF, EPUB and Kindle. Book excerpt: The foster care system is important to placing children in safe homes until their homes of origin improve and become a stable environment for children who have experienced a myriad of negative experiences. These experiences can greatly impact the development among youth, one thing in particular is a solid foundation to grow. Yet, there are even issues within the foster care system that continue to negatively impact youth that are placed into care. This literature review provides an overview of multiple foster care placements and the impact it has on foster youth. Throughout each chapter will be a summarization of the foster care system and each theme to be found as a crucial factor to how youth experiencing multiple placements can negatively impact their development and growth. In concluding the specific factors that harm foster youth and interventions to solve the problem, discussion regarding implications for the social work field, directions for future research, advocacy recommendation, as well as a conclusion will be addressed.

Book Perceptions of Social Workers on Attachment of Foster Children and Youth Experiencing Multiple Placements

Download or read book Perceptions of Social Workers on Attachment of Foster Children and Youth Experiencing Multiple Placements written by Leticia Perez and published by . This book was released on 2011 with total page 150 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The purpose of this study was to explore social workers' perceptions of the effects the foster care system and multiple placements have on the ability of children and youth to create healthy attachments. Face-to-face interviews with 15 social workers employed with the Department of Children and Family Services, Los Angeles County, were conducted to explore their perceptions of attachment in foster children and youth. This study revealed ambiguity from the majority of social workers as to whether the foster care system could promote healthy attachments in foster children and youth. A higher percentage of participants believed the biggest barriers to be an overloaded foster care system, too many people involved in the decision-making process, and a long turn-around time for services. Additionally, social workers perceived that multiple placements had a significant negative effect on foster children and youth that often led to lost peer relationships, a decrease in a child or youth's educational progress, and a lack of motivation to adapt to new environments and therefore limiting any possible attachment to future caregivers. Additional research is needed to further explore the system's effect on attachment outcomes for children and youth in foster care who experience multiple placements.

Book The Effect of Foster Care Experience and Characteristics on Academic Achievement

Download or read book The Effect of Foster Care Experience and Characteristics on Academic Achievement written by Alexandra Calix and published by . This book was released on 2009 with total page 179 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study examined the effect of foster care experience and characteristics on educational outcomes. The typical strategy in examining the effect foster care has on educational outcomes is to compare the educational achievement of youth with foster care experience to that of their peers or to national norms. This strategy fails to take selection bias into account and thus findings based on this research can be misleading. Many studies also fail to provide information regarding how the experience of foster care may have contributed to low educational achievement. The study presented here used educational and child welfare data to assess the effect foster care has on educational outcomes. Four test-year cohorts of youth in North Carolina who took the Algebra I End of Course test in 1999-2002 were used in this study. The use of this data made it possible to apply propensity score matching techniques to systematically construct comparison groups of youth without foster care experience that account for selection bias. Once differences in achievement between foster care youth and non-foster care youth were examined, characteristics of the foster care experience that may contribute to low educational outcomes were assessed. Findings from this study suggest that youth with foster care experience score lower on the test and are less likely to pass than youth without foster care experience. This study also suggests that characteristics and variations based on the foster care experience such as race, reason for placement, age at entry, length of time in foster care, and number of foster care placement settings, are related to low educational achievement.

Book Guarding the Schoolhouse Gate

Download or read book Guarding the Schoolhouse Gate written by Amy M. Reichbach and published by . This book was released on 2011 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Children in foster care encounter numerous obstacles to educational success, leading to life outcomes poorer than those of their peers. Combined with higher rates of behavioral disorders and absenteeism, lower academic performance contributes to increased rates of referral to special education. High mobility exacerbates the problem, as the educational needs of a foster child may never be assessed fully and accurately, and transfers between placements may lead to gaps in school attendance. Furthermore, one of the most significant obstacles facing children in foster care is their vulnerability to unnecessary and sometimes illegal exclusion from school. Multiple studies have revealed both anecdotal and statistical links between suspension and failure to graduate. Recognizing that children have protected interests in their education, in 1975 the United States Supreme Court established that students facing even short suspensions from school are entitled to due process. Children in foster care, however, are rarely in a position to ensure that their due process rights, including the right not to be excluded from school arbitrarily, are protected adequately. Given the devastating consequences of school exclusion, lawyers who represent youth in foster care or their parents must be aware of both their clients' rights and the consequences of school discipline in order to minimize the risk that these children will be excluded from school unnecessarily, unjustly, or illegally. Moreover, it is essential that attorneys be prepared to advocate for their clients' educational rights in order to improve their educational outcomes. Constant vigilance is required to ensure that children in foster care remain inside the schoolhouse gate.
