Book excerpt: Previous research suggested infrared technology on aerial platforms enables fire managers to make better forest fire fighting decisions. In 1992-93, an evaluation was conducted of the costs and benefits of installing Forward Looking Infrared (FLIR) technology on bird-dog planes using cost data provided by the Government of Alberta and opinions of experienced users. As part of the study, 11 air-attack officers in Alberta with experience using FLIRs were asked to estimate the savings to be realized in retardant costs, flying costs, and area burned by employing this technology. This report provides the results of the evaluation.

Book excerpt: Investigation of forward looking infrared (FLIR) and low light television (LLTV) technology as a visual aid for bridge personnel during search and rescue operations. The FLIR and LLTV sensors provide video images of targets that are not always visible to the unaided human eye. The program, which focused on search and rescue operations, particularly during nighttime searches, was initiated to evaluate possible configurations of the system, select a configuration, manufacture and install the system on a Canadian Coast Guard ship, and perform trials at sea. This report describes the design and installation of the system and the sea trials.

Even if the targets of interest are small, the sensors must offer the resolutions needed both for target detection and target recognition. But there are somewhat basic limits to system performance as established, for example, by the intervening atmospheric path, the maximum practicable aperture of the FLIR optics and the minimum practicable size of the detectors. The purpose of this study was to explore the effects of these factors on overall system performance, and then to examine how close we can now approach this 'best possible' or ideal performance. It was assumed at the outset that the sensor system was optically limited - no degradation was suffered by incapabilities of the electronics, the display, nor the observer. (Author).
