Book excerpt: Schools for All provides the first in-depth study of black education in Southern public schools and universities during the twelve-year Reconstruction period which followed the Civil War. In the antebellum South, the teaching of African Americans was sporadic and usually in contravention to state laws. During the war, Northern religious and philanthropic organizations initiated efforts to educate slaves. The army, and later the Freedmen's Bureau, became actively involved in freed-men's education. By 1870, however, a shortage of funds for the work forced the bureau to cease its work, at which time the states took over control of the African American schools. In an extensive study of records from the period, William Preston Vaughn traces the development -- the successes as well as the failures -- of the early attempts of the states to promote education for African Americans and in some instances to establish integration. While public schools in the South were not an innovation of Reconstruction, their revitalization and provision to both races were among the most important achievements of the period, despite the pressure from whites in most areas which forced the establishment of segregated education. Despite the ultimate failure to establish an integrated public school system anywhere in the South, many positive achievements were attained. Although the idealism of the political Reconstructionists fell short of its immediate goals in the realm of public education, precedents were established for integrated schools, and the constitutional revisions achieved through the Fourteenth and Fifteenth amendments laid the groundwork for subsequent successful assaults on segregated education.

Using extensive archival records and interviews with survivors, the book chronicles how Dr. Mason inspired and helped organize local Black activists to peacefully protest the apartheid of Biloxi's beaches. Dr. Mason operated under the surveillance of the State Sovereignty Commission, assaults by private citizens, and the terrors of a decade riddled with the assassinations of civil rights workers. Grassroots efforts he led and inspired in Biloxi joined with the national movement to weaken the hold of white supremacy in the state. With unwavering perseverance and bravery, Dr. Mason and fellow activists achieved the desegregation of Mississippi's beaches and made Harrison County schools the first primary school district in the state to integrate. Book excerpt: In this innovative study, Crystal Sanders explores how working-class black women, in collaboration with the federal government, created the Child Development Group of Mississippi (CDGM) in 1965, a Head Start program that not only gave poor black children access to early childhood education but also provided black women with greater opportunities for political activism during a crucial time in the unfolding of the civil rights movement. Women who had previously worked as domestics and sharecroppers secured jobs through CDGM as teachers and support staff and earned higher wages. The availability of jobs independent of the local white power structure afforded these women the freedom to vote in elections and petition officials without fear of reprisal. But CDGM's success antagonized segregationists at both the local and state levels who eventually defunded it. Tracing the stories of the more than 2,500 women who staffed Mississippi's CDGM preschool centers, Sanders's book remembers women who went beyond teaching children their shapes and colors to challenge the state's closed political system and white supremacist ideology and offers a profound example for future community organizing in the South.

Book excerpt: In the years immediately following the Civil War--the formative years for an emerging society of freed African Americans in Mississippi--there was much debate over the general purpose of black schools and who would control them. From Cotton Field to Schoolhouse is the first comprehensive examination of Mississippi's politics and policies of postwar racial education. The primary debate centered on whether schools for African Americans (mostly freedpeople) should seek to develop blacks as citizens, train them to be free but subordinate laborers, or produce some other outcome. African Americans envisioned schools established by and for themselves as a primary means of achieving independence, equality, political empowerment, and some degree of social and economic mobility--in essence, full citizenship. Most northerners assisting freedpeople regarded such expectations as unrealistic and expected African Americans to labor under contract for those who had previously enslaved them and their families. Meanwhile, many white Mississippians objected to any educational opportunities for the former slaves. Christopher Span finds that newly freed slaves made heroic efforts to participate in their own education, but too often the schooling was used to control and redirect the aspirations of the newly freed.

This massive resistance came to a crashing halt in October 1969 when the Supreme Court ruled in Alexander v. Holmes Board of Education that "the obligation of every school district is to terminate dual school systems at once and to operate now and hereafter only unitary schools." Thirty of the thirty-three Mississippi districts named in the case were ordered to open as desegregated schools after Christmas break. With little guidance from state officials and no formal training or experience in effective school desegregation processes, ordinary people were thrown into extraordinary circumstances. However, their stories have been largely ignored in desegregation literature. Based on meticulous archival research and oral history interviews with over one hundred parents, teachers, students, principals, superintendents, community leaders, and school board members, Natalie G. Adams and James H. Adams explore the arduous and complex task of implementing school desegregation. How were bus routes determined? Who lost their position as principal? Who was assigned to what classes? Without losing sight of the important macro forces in precipitating social change, the authors shift attention to how the daily work of "just trying to have school" helped shape the contours of school desegregation in communities still living with the decisions made fifty years ago.
