Book excerpt: Problems of defense and military leadership followed the American armed forces when the Revolutionary War ended. Congress decided to disband the Continental Army and create in its place a single standing regiment of 700 men from 4 states. Since Pennsylvania contributed the most soldiers, they were given the opportunity to select the commander. In August 1784, Lieutenant Colonel Josiah Harmar was appointed. The purpose of this force was the protection of the public stores and the Northwest frontier, the occupation of the British forts as they were evacuated, the prevention of illegal intrusion by settlers on the territory west of the Ohio, and the protection of the surveyors in 1788 and of legal settlers in 1790. Harmar was handicapped in his tasks by the small size of the army and from the defensive strategy; Congress could not afford a larger army and the country would not support one. Despite these obstacles, in his 7 years as commander, Harmar's principal accomplishment was the recruitment, discipline, and maintenance of a well-led frontier army. This book takes a look at his command and how helped lay the foundations for an enlarged army and eventual peace in the Northwest.

The defeat of St. Clair caused great alarm along the frontier, but the Indians did not seem immediately disposed to make a united stand, although many predatory bands attacked the settlers. Early in the following year the U. S. Government took measures and made overtures to procure peace with them. The chiefs of the Five Nations were invited to Philadelphia for the purpose of attaching them to, and convincing them of, the justice and humanity of the U. S.; and also, to influence them to repair to the hostile tribes, in order to use their efforts to bring about peace. A deputation of fifty arrived early in March and were addressed by President Washington and Commissioner Colonel Pickering, but did not set out for the hostile Indians until September. Capt. Alex. Truman, of the 1st U. S. Regiment, was sent with a message to the Miami village, by the way of Fort Washington. Captain Hendrick, of the Stockbridge Indians, was instructed to repair to the great Indian council to be held on the Maumee. Brig. Gen. Rufus Putnam was also sent on a similar mission, and given special authority. He was given copies of the treaties of forts Stanwix, Mclntosh, Finney and Harmar, and instructed to convince the Indians that the U. S. desired peace; renounced all claim to Indian land not ceded by fair treaties; conceived the treaty of Fort Harmar made with the proper tribes in good faith; required the safety of the frontiers; and assured protection, justice, humanity and liberality; also, that this was not done because of St. Clair's defeat, or any fear of the issue of war. Boundary changes must be reported to the president and the Senate for final approval. Wants the commissioners to ask for a truce while the president and Senate consider the changes. If the Indians are amenable to a longer truce, the commissioners are to ask for one lasting 3-7 years. Wants preemption to purchase any lands given to the Indians if they decide to sell in the future, although this preemption clause does not affect their ownership in any other way. First eight pages are bound in string. The last set of pages is loose.
