The emphasis of the school was on practical applications in which formal methods provide unambiguous descriptions of the real world that facilitate understanding and formal and informal analysis. The target audience consists of graduate students, young researchers and industrial practitioners, from both computer science and other fields that make use of computational methods.

We wished to celebrate this by advertising and organizing FM 2009 as the Second World Congress in the FM series, aiming to once again bring together the formal methods communities from all over the world. The statistics displayed in the table on the next page include the number of countries represented by the Programme Committee members, as well as of the authors of submitted and accepted papers. Novel this year was a special track on tools and industrial applications. Subm- sions of papers on these topics were especially encouraged, but not given any special treatment. (It was just as hard to get a special track paper accepted as any other paper.) What we did promote, however, was a discussion of how originality, contri- tion, and soundness should be judged for these papers. The following questions were used by our Programme Committee.

Book excerpt: A large percentage of workers and firms operate in the informal economy, outside the line of sight of governments in emerging market and developing economies. This may hold back the recovery in these economies from the deep recessions caused by the COVID-19 pandemic--unless governments adopt a broad set of policies to address the challenges of widespread informality. This study is the first comprehensive analysis of the extent of informality and its implications for a durable economic recovery and for long-term development. It finds that pervasive informality is associated with significantly weaker economic outcomes--including lower government resources to combat recessions, lower per capita incomes, greater poverty, less financial development, and weaker investment and productivity.

Book excerpt: This volume contains the contributions presented at the International Workshop on Current Trends in Applied Formal Methods organized October 7-9, 1998, in Boppard, Germany. The main objective of the workshop was to draw a map of the key issues facing the practical application of formal methods in industry. This appears to be particularly timely with safety and security issues becoming a real obstacle to industrial software and hardware development. As a consequence, almost all major companies have now set up departments or groups to work with formal methods and many European countries face a severe labour shortage in this new field. Tony Hoare's prediction of the art of software (and hardware) development becoming a proper engineering science with its own body of tools and techniques is now becoming a reality. So the focus of this application oriented workshop was not so much on spe cial academic topics but rather on the many practical aspects of this emerging new technology: verification and validation, and tool support and integration into the software life-cycle. By evaluating the state of the art with respect to industrial applications a discussion emerged among scientists, practising engi neers, and members of regulatory and funding agencies about future needs and developments. This discussion lead to roadmaps with respect to the future of this field, to tool support, and potential application areas and promising market segments. The contributions of the participants from industry as well as from the respective national security bureaus were particularly valuable and highly appreciated.

Interest in FM teaching is growing. TFM2009 followed in a series of events on teaching FMs which includes two BCS-FACS TFM workshops (Oxford in 2003, and London in 2006), the TFM2004 conference (Ghent, 2004, with p- ceedings published as Springer LNCS Volume 3294), the FM-Ed 2006 workshop (Hamilton, co-located with FM2006), FORMED (Budapest, at ETAPS2008), and FMET2008 (Kitakyushu, co-located with ICFEM2008). FMs have an important role to play in the development of complex c- puting systems—a role acknowledged in industrial standards such as IEC61508 and ISO/IEC15408, and in the increasing use of precise modelling notations, semantic markup languages, and model-driven techniques. There is a growing need for software engineers who can work e?ectively with simple, mathematical abstractions, and with practical notions of inference and proof.

In an increasing number of countries, it is at the top of the policy and research agenda ranking among the possible ways to redress the glaring lack of relevant academic and vocational qualifications and to promote the development of competences and certification procedures which recognise different types of learning, including formal, non-formal and informal learning. The aim of the book is therefore to present and share experience, expertise and lessons in such a way that enables its effective and immediate use across the full spectrum of country contexts, whether in the developing or developed world. It examines the importance of meeting institutional and political requirements that give genuine value to the recognition of non-formal and informal learning; it shows why recognition is important and clarifies its usefulness and the role it serves in education, working life and voluntary work; it emphasises the importance of the coordination, interests, motivations, trust and acceptance by all stakeholders. The volume is also premised on an understanding of a learning society, in which all social and cultural groups, irrespective of gender, race, social class, ethnicity, mental health difficulties are entitled to quality learning throughout their lives. Overall the thrust is to see the importance of recognising non-formal and informal learning as part of the larger movement for re-directing education and training for change. This change is one that builds on an equitable society and economy and on sustainable development principles and values such as respect for others, respect for difference and diversity, exploration and dialogue.
