In Talkative Polity, Florence Brisset-Foucault offers the first major study of ebimeeza, which complicate our understandings of political speech in restrictive contexts and force us to move away from the simplistic binary of an authoritarian state and a liberal civil society. Brisset-Foucault conducted fieldwork from 2005 to 2013, primarily in Kampala, interviewing some 150 orators, spectators, politicians, state officials, journalists, and NGO staff. Book excerpt: This book disentangles two terms that were conflated in the initial Anglo-American appropriation of French theory: deconstruction and poststructuralism. Focusing on Sartre, Derrida, Foucault, and Baudrillard (but also considering Levinas, Blanchot, de Man, and others), it traces the turn from a deconstruction inflected by phenomenology to a poststructuralism formed by the rejection of models based on consciousness in favor of ones based on language and structure. The book provides a wide-ranging and complex genealogy of French theory from the 1940s onward, placing particular emphasis on the largely neglected early work of the theorists involved and on deconstruction's continuing relevance. The author argues that deconstruction is a form of radical, antiscientific modernity: an interdisciplinary reconfiguration of philosophy as it confronted the positivism of the human sciences in the 1960s. By contrast, poststructuralism is a type of postmodern theory inflected by changes in technology and the mode of information. Inasmuch as poststructuralism is founded upon its "constitutive loss" of phenomenology (in Judith Butler's phrase), the author is also concerned with the ways phenomenology (particularly Sartre's forgotten but seminal Being and Nothingness) is remembered, repeated in different ways, and never quite worked through in its theoretical successors. Thus the book also exemplifies a way of reading intellectual history that is not only concerned with the transmission of concepts, but also with the processes of transference, mourning, and disavowal that inform the relationships between bodies of thought.

Only through the myriad data practices that make up methods such as censuses can EU member states know their national populations, and this in turn is utilized by the EU to understand the population of Europe. But this volume approaches data practices not simply as reflecting populations but as performative in two senses: they simultaneously enact--that is, "make up"--a European population and, by so doing--intentionally or otherwise--also contribute to making up a European people. The book develops a conception of data practices to analyze and interpret findings from collaborative ethnographic multisite fieldwork conducted by an interdisciplinary team of social science researchers as part of a five-year project, Peopling Europe: How Data Make a People. The book focuses on data practices that involve establishing and assigning people to categories and how this matters in enacting Europe as a population and people. Five core chapters explore key categories of people--usual residents, refugees, homeless people, migrants, and ethnic minorities--and how they come into being through specific data practices such as defining, estimating, recalibrating and inferring. In the decades following his death, neoliberalism has triumphed and attacks on social rights have become increasingly bold. If Foucault was not a direct witness of these years, his work on neoliberalism is nonetheless prescient: the question of liberalism occupies an important place in his last works. Since his death, Foucault's conceptual apparatus has acquired a central, even dominant position for a substantial segment of the world's intellectual left. However, as the contributions to this volume demonstrate, Foucault's attitude towards neoliberalism was at least equivocal. Far from leading an intellectual struggle against free market orthodoxy, Foucault seems in many ways to endorse it. How is one to understand his radical critique of the welfare state, understood as an instrument of biopower? Or his support for the pandering anti-Marxism of the so-called 'new philosophers'? Is it possible that Foucault was seduced by neoliberalism? This question is not merely of biographical interest: it forces us to confront more generally the mutations of the left since May 1968, the disillusionment of the years that followed and the profound transformations in the French intellectual field over the past thirty years. To understand the 1980s and the neoliberal triumph is to explore the most ambiguous corners of the intellectual left through one of its most important figures.
