Book excerpt: The social dynamics of deforestation and of forest protection are the ongoing interactions amongst social actors and processes that determine the use and management of forests. Based on a vast amount of research and detailed case-studies in Brazil, Central America, Nepal and Tanzania as well as several papers dealing with wider themes and regions, this book argues that most current discussions of increased rates of deforestation and perceived accompanying environmental crises are overly simplistic. Institutional reforms and policy measures that have been undertaken in developing countries usually failed to protect either the forests or people's livelihoods. Technical solutions to deforestation are only one element in what are essentially political questions. The central issue is not how to halt deforestation but rather how to manage forest areas and natural resources in order to meet social goals on a more equitable and sustainable basis. Conventional wisdom that attributes deforestation primarily to peasant ignorance and population growth is questioned as are other single factor explanations such as market and policy failures.

In many of the world's tropical and temperate forests, they are the primary source of income for the people who live there. These forests range from temperate woodlands and small forests to high altitude forests in the Himalaya and tropical miombo woodlands in south-central Africa. In south-west China, over 200 species of wild fungi in 64 genera are commercially traded while in Europe and North America, woodlands and small forests are the source of many highly-prized mushrooms and an essential resource for many small enterprises and collectors. Yet the increased demand for timber has resulted in the rapid expansion of forestry, which in turn has destroyed the natural habitat of many fungi, unbalancing both forest economics and ecology. Despite the economic, social and cultural values of fungi, there is a general lack of understanding of their importance to local livelihoods and forest ecology. This book aims to fill this gap and extends the People and Plants Conservation Series beyond the plant kingdom into the related world of fungi and mushrooms. It demonstrates the crucial roles that fungi play in maintaining forest ecosystems and the livelihoods of rural people throughout the world while providing good practice guidelines for the sustainable management of this resource and an assessment of economic value. Book excerpt: This literature review explores how political, economic and resource management policies and programs can reduce forest degradation and increase the contribution of forest goods and services to sustainable livelihood strategies. In Ethiopia, studies indicate that forest dependency is strong throughout the country, but the importance of forest income varies across different regions and wealth categories. Research suggests that improving forest product market governance is key to strengthening forest livelihood resiliency. Recent experiments with forest governance devolution have shown mixed results in terms of improving forest conditions and livelihoods. Smallholder land certification has met with considerable success, whereas participatory forest management schemes have positive ecological outcomes but fall short in terms of livelihood gains. In South Sudan, civil war has limited the depth and scope of research on dryland forests and livelihoods. Food security analyses indicate that the importance of forest income varies by region and season. Markets are poorly developed and forest governance systems are weak in many parts of the country. Key threats to forest livelihoods in both countries include: shifting climatic conditions, large-scale population movements, large-scale land acquisitions and weakened governance institutions; and in South Sudan, continuing violent conflict. In Ethiopia, research and policy reform should focus on the relationship between forest rights devolution, livelihoods, forest management practices and forest conditions as well as on the impacts of demographic change on forest-based livelihoods, forest management and forest cover. In South Sudan, research should focus on documenting the impacts of conflict on forest-based livelihoods with an view to structuring humanitarian aid programs in ways that mitigate the negative impacts.

The revised strategy, Sustaining Forests, is built on three guiding pillars: harnessing the potential of forests to reduce poverty, integrating forests into sustainable economic development, and protecting global forest values. Recognizing the key role forests play in contributing to the livelihoods of people living in extreme poverty, government and local ownership of forest policies and interventions are emphasized along with the development of appropriate institutions to ensure good governance and the mainstreaming of forests into national development planning. The strategy also aims to support ecologically, socially and economically sound management of production forests by ensuring good management practices through application of safeguard procedures and independent monitoring and certification. Implementation of the strategy will center on building and strengthening partnerships with the private sector, non-governmental organizations, and other donor agencies to promote better forest conservation and management at country and global levels.
