Book excerpt: By choosing to concentrate upon discovering what forest resources were available to the French navy during the ancien régime and what use it was able to make of them, Mr. Bamford has not only provided the first monograph on that subject in the English language, but has gone far toward explaining why France was the loser in the long duel with England for the control of commerce and the extension of empire. Two years of research in the Archives Nationales and in the Archives de la Marine in Paris, Toulon, and Rochefort enabled him to draw on contemporary sources of information of which little, if any, use has been made before, and a further year of research in the libraries of New York City, particularly in the rich Proudfit Naval Collection, also yielded new material. It is Mr. Bamford's achievement to have handled this vast store of primary sources with such skill and judgement that the reader, by turning over letters from disgruntled forest proprietors, reports from harassed maîtres on the trickery and recalcitrance of the peasants, instructions from the top echelon of the navy to inspectors in the forests, and a variety bills, receipts, and memoranda, is given at first hand an appreciation of the difficulties faced by the navy in trying to obtain timber and masts of the choice quality required for building ships-of-the-line. The navy had to compete with the merchant marine and with industrial and private users of fuel for supplies that were continually being depleted by mismanagement and by the conversion of forests to arable land. Measures, superficially admirable, for conserving the forests are found on closer examination to be at once over-precise and not properly enforced. Transport, even in a country so abundantly supplied with navigable rivers as France, was expensive and difficult.

Earlier in the century Richelieu had given France the beginnings of a navy: ships, ports, a corps of officers and an administra tive structure. It thus has brought to the fore the key role of commodity chains in the relationships of capital, labor, and states. Commodity chains are most simply defined as the link between successive processes of manufacturing that result in a final product available for individual consumption. Each production site in the chain involves organizing the acquisition of necessary raw materials plus semifinished inputs, the recruitment of labor power and its provisioning, arranging transportation to the next site, and the construction of modes of distribution (via markets and transfers) and consumption. The contributors to this volume explore and elaborate the global commodity chains (GCCs) approach, which reformulates the basic conceptual categories for analyzing varied patterns of global organization and change. The GCC framework allows the authors to pose questions about development issues, past and present, that are not easily handled by previous paradigms and to more adequately forge the macro-micro links between processes that are generally assumed to be discretely contained within global, national, and local units of analysis. The paradigm that GCCs embody is a network-centered, historical approach that probes above and below the level of the nation-state to better analyze structure and change in the contemporary world.

Book excerpt: Pritchard's chief concern is to explain why Bourbon France, the richest and most poewerful state in Europe in the middle of the eighteenth century, failed to exercise its power at sea. Through a close examination of naval organization -- the secretaries of state for the navy, central bureaus, officers of the sword and pen, seamen, arsenals, workers, probems of shipbuilding, ordnance production and material acquisition, and finances -- he shows the navy as both an institution embedded in society and an instrument of government. The tensions arising from the contradiction between an institution composed of individuals who sought to advance their own and group interests and an instrument that existed to fulfil government ends were aggravated by an administation of men rather than norms. Pritchard traces many of the shortcomings of naval administratrion to the intensely personal bonds and idiosyncratic behaviour of the individuals who ran it. Many of Pritchards's conclusions run counter to the generallly accepted accounts of problems in the French navy during this period and to the usual view of Choiseul as the saviour of French maritime power. The first complete study of this period of French naval administration, Pritchard's work parallels Baugh's on the British navy.
