This reflects growing concern over the fate of forest ecosystems and possible loss of the benefits which they provide. In the process of moving towards sustainable management of forests, there is growing demand for practical methodologies for full valuation of forests which permit the contributions of forests to be presented more clearly and in a manner which decision-makers can readily appreciate. Appropriate techniques should be able to adequately capture forest values in terms of the environmental, social and production functions and to recognise the worth of both marketed and non-marketed goods and services. This publication reviews approaches which can overcome the limitations of conventional analysis and provides a reference framework to help clarify what approaches to forest valuation can or cannot work. The publication is not itself a manual on valuation techniques but by reviewing the various approaches, makes it possible to select appropriate methodologies for which it then refers readers to other publications which can provide ''how to do'' details.

Book excerpt: Excerpt from Forest Valuation The term Forest Valuation, applied to this volume, covers only a portion of the subject of Forest Finance, which is usually separated into two parts, termed, respectively, Valuation and Statics. Valuation deals with the determination of the value of standing timber, both mature and immature, and of forest soil, and the forest as a whole. Forest Statics deals with the comparison of financial results obtained in forestry with those yielded by other enterprises, and compares the relative merits of different methods of treating the forest. This subject is discussed in Chapter VIII. Since Forest Valuation includes the greater portion of the text, and this term is more familiar to American foresters, it has been adopted as the title, in place of the more comprehensive term. Forest Finance. The literature of Forest Finance is largely of German origin, and has been developed in the latter half of the nineteenth century, by numerous German and French authorities. The standard English text is found in "Forest Management," by Sir William Schlich, Vol. III, Part II, Forest Valuation. This author follows the continental treatment of the subject. In 1909, a pamphlet on "Forest Finance" was published by C. A. Schenck, Ph.D., Forester to the Biltmore estate,! which gives a synopsis or outline of a series of lectures on the subject. Dr. Schencks treatment is thoroughly American and contains valuable suggestions for the advanced student of Forest Finance. It represents our common belief that rigorous empirical analysis in an economic framework can inform forest policy. We intend the book as a guide to the empirical methods that we have found most useful for addressing both traditional and modem areas of concern in forest policy, including timber production and markets, multiple use forestry, and valuation of non-market benefits. 'The book editors and most chapter authors are affiliated with three institutions in the Research Triangle: the Southern Research Station of the USDA Forest Service (K. Abt, Butry, Holmes, Mercer, Moulton, Prestemon, Wear), the Department of Forestry at North Carolina State University (R. Abt, Ahn, Cubbage, Sills), and the Environmental and Natural Resource Economics Program of Research Triangle Institute (Murray, Pattanayak). Two other Triangle institutions are also represented among the book authors: Duke University (Kramer) and the Forestland Group (Zinkhan). In addition to our primary affiliations, many of us are adjunct faculty and/or graduates of Triangle universities. Many of our co-authors also graduated from or were previously affiliated with Triangle institutions. Thus, the selection of topics, methods, and case studies reflects the work of this particular network of economists, and to some degree, our location in the southeastern United States. However, our work and the chapters encompass other regions of the United States and the world, including Latin America and Asia.
