Obviously, the optimal mix of markets and policies must depend on the varying national and local conditions and, more specifically, on the level of development. The contents of this volume are organized in five Parts. Part I, Editorial Perspectives, briefly reviews the outline of the book and analyses the balanced use of markets and policies to support world forests towards sustainable forest management. Part II reviews changes and trends in society and environment outside the forest sector. After all, the evolution of forestry and forest industries is more dependent on these external changes than on changes internal to the sector. There are three major interconnected issues that are challenging forestry at its foundation: urbanization, tertiarization, and globalization. These issues are at the core of this book. The urbanization of society, a process in development from the first steps of industrialization, is particularly significant today with the predominance and quick growth rate of the world’s urban population. Ongoing urbanization is creating new perspectives on forestry, inducing changes in its social representation, and changing lifestyles and practices with a tendency toward dematerialization. The process of urbanization is also creating a disconnect and in some ways is leaving behind rurality, the sector of society where forestry has traditionally developed and taken place over centuries. The second issue covered in this book is the tertiarization of the economy. In society today, the sector of services largely dominates the economy and occupies the major part of the world’s active population. This ongoing process modifies professional modalities and ways of life and opens new doors to forests through the immaterial goods they provide. The project has been run by Metsantutki muslaitos METLA -the Finnish Forest Research Institute since 1987 and will be completed this year. A major output by this project has so far been a report in three volumes on "Deforestation or development in the Third World?" The purpose of our multidisciplinary research project is to generate new knowl edge about the causes of deforestation, its scenarios and consequences. More knowledge is needed for more effective, efficient and equitable public policy, both at the national and intemationallevels in supporting sustainable forestry in develop ing countries. Our project has specifically focused on 90 tropical countries as one group and on three subgroups by continents, as well as the three case study countries, the Philippines, Ethiopia and Chile. The University of Joensuu has been our active partner in the Philippine study. We have complemented the three cases by the analyzes of Brazil and Indonesia, the two largest tropical forest-owning countries. Some other interesting country studies were annexed to complement our book both by geography and expertise. The United Nations University, World Institute for Development Economics Research, UNUIWIDER in Helsinki Finland has also been partly engaged. Most of the results from its project on "The Forest in the South and North in Context of Global Warming" will, however, be published later in a separate book.

Available in PDF, EPUB and Kindle. Book excerpt: Key messagesLao People's Democratic Republic (hereafter "Lao PDR") was the first country in Asia to submit its NDC, doing so in September 2015. Building on national development and environmental protection policies, the country aimed to make full use of existing institutional capacity and financial resources, and embed NDC targets in existing policies and planning.To date, NDC results have been mixed. The initial target for 90% of the rural population having access to electricity has already been exceeded with the figure now at 95%, while the forestry target of 70% forest cover has yet to be achieved.Political commitment is strong. The Government designated the Department of Climate Change (DCC) under the Ministry of Natural Resources and Environment (MoNRE) to become the national focal point for coordinating NDC implementation in Lao PDR. The Government has also issued a number of related laws and regulations, such as the new forestry law in June 2019 and the Decree on Climate Change in September 2019.Major challenges impeding the country's efforts to achieve its forestry sector NDC targets are persistent and similar to those identified 10 years ago. These are: policies and measures to address major drivers of deforestation and forest degradation not being fully implemented on the ground; poor coordination between key sectors; a lack of accurate and available data and credible methodologies for measuring outcomes; inadequate institutional arrangements for sustainable forest management and community participation; as well as a lack of available funds for implementing proposed activities.In order to achieve and enhance current NDC target ambitions, policies, measures and enabling conditions for transformational change (e.g. funding availability, national ownership, cross-sector collaboration, results-based payment mechanisms, and clarity over carbon and non-carbon benefits) need to be in place.Knowledge gaps that need addressing in order to provide credible evidence for the Government and donors to revise and adapt NDC targets, and better implement the NDC include: rigorous impact assessments of existing policies and initiatives on forest protection and development outcomes; and an integrated sectoral assessment on how realistic and feasible NDC targets could be achieved in supporting the National Green Growth Strategy and Sustainable Development Goals by mainstreaming Climate Change into national socio-economic development plans, vis-à-vis Paris Agreement ambition targets in each period.
