The administrator and organizer has stood head and shoulder above all those engaged in forestry. The thorough student, the philosopher, the knower of the forest in a scientific sense has been lost Sight of among the builders of fences, trails and cabins. Far be it from me to criticize this Situation. It is the natural order of development. I Simply want to emphasize the brightness of the halo that it has placed upon the administrator and the shadow that it has cast for the time being upon the knower of the woods After our system of administration has been de veloped, our boundary lines run, our cabins built, and our land classification made, the halo of the administration will fall away in luster and the sun will Shine on the technician, because it is only through his efforts that our wild and scarred woodlands can in an orderly manner proceed toward a normal forest. Although it has been but one or two years Since Gifford Pinchot remarked that forestry was advancing everywhere in the United States except in the woods, it is my firm belief that the past few years has experienced a notable advance in the woods. We are making progress toward a normal forest. This advance is notice able all along the line but mostly in national forestry, less in State forestry, and least of all in private forestry. Book excerpt: Excerpt from Forestry Quarterly, Vol. 1: October, 1902 If the inhabitants of Germany should leave their country it would be all grown up with woods within a century. Since there would be nobody to use them, the soil would be enriched and the woods would not only increase in size, but in productive power. If, however, the people returned again and made just as large drafts as before for wood, litter and pasturage, the wood lands, even with the best forest management, would again not only be reduced in size, but also become less fertile. Forests form and thrive best where there are no people and hence no forestry, and those are perfectly justified who say Formerly we had no forestry science and enough wood now we have that science, but no wood. One could say with the same justice Those people are health ier who do not need a physician than those who do. But it would not follow that the physicians are to be blamed for the diseases. There would be no physicians if there were no diseases, and no forestry science without deficiency in wood supplies. This science is only a child of necessity or need, and need is therefore its natural concomitant hence the phrase should be: We have now a forestry science because we have a dearth of wood. Forestry, however, does not offer any nostrums and can do nothing against the course of nature. The celebrated physician Verdey said: The good physician lets people die; the poor one kills them. With the same right one can say the good for ester allows the most perfect forests to become less so the poor one spoils them. That is to say, just as the good physician can not hinder that men die because that is the course of nature, so the best forester cannot hinder that the forests, which came to us from past times, become less now they are being utilized. Areas capable of supporting high-class timber growth are confined to a few mountain ranges and are small in extent compared with the size of the region dependent upon them. Moreover, the Terri tory is remote from the great forest centers and should be made as self-supporting as possible. Lumber values have risen steadily during the last decade and prices for the better grades are already prohibitive to poor people. Wood of all sorts, including the poorest of the native species used for fuel supply, is in high demand. Careful management which will prevent wasteful utilization of the remaining sup plies and maintain the best possible stands of growing timber will materially benefit the entire Territory. Such action will be of especial benefit to the agriculturists and miners, who form a very large percentage of the population. Water supply is considered the most important factor in future development. Considerable study has been given to this ques tion by the Reclamation Service, various city authorities, and those interested in ranching. Increase in population and further development of natural resources depend very largely upon bet ter regulation and increase of flow, and in more conservative use of the available water. Book excerpt: Excerpt from Forestry Quarterly, Vol. 4 The Laquin Lumber Company, a very progressive firm operating near Laquin in North-Eastern Pennsylvania, has evolved a scheme of fire protection which in its efficiency leaves nothing to be desired. This happy result is due to an enterprising superintendent and the willingness of the Company to expend a liberal sum on the necessary "ounce of protection." The tract consists of 14,000 acres of first growth hemlock-hardwoods type. Annually 1700 to 1800 acres are cut over clean so that, it is estimated, the operation will be concluded in another five years. The Laquin Lumber Company is merely doing the cutting, the land is owned by the Central Pennsylvania Lumber Company. The two companies share the expense of protection. Every spring as soon as the snow goes, all the slash and brush around the skidways is burnt 25 to 100 feet (usually 50 ft.) back from the track. This is very expensive as the work has to be rushed through. Indeed it costs the Company $3000 a year, but the superintendent considers this a very profitable investment. If it were not for the proximity of green timber the company would burn all the slash every spring. During the dangerous season, a body of men is put to patrolling the railroad tracks and the boundaries of the tract. For this foreigners are employed - mostly Hungarians and Italians, who are paid $1.25 to $1.65 a day with an average of $1.49, and find their own board. These men are provided with axe, pail, hoe, and shovel and always carry the latter three utensils. The shovel is found to be the most efficient implement, except in few places.
