Images of endless golden dunes, camel caravans, isolated desert oases, and rivers lined with palm trees have often framed written and visual representations of the region. Embedded in these portrayals is the common belief that the environment, in most places, has been deforested and desertified by centuries of misuse. It is precisely such orientalist environmental imaginaries, increasingly undermined by contemporary ecological data, that the eleven authors in this volume question. This is the first volume to critically examine culturally constructed views of the environmental history of the Middle East and suggest that they have often benefitted elites at the expense of the ecologies and the peoples of the region. The contributors expose many of the questionable policies and practices born of these environmental imaginaries and related histories that have been utilized in the region since the colonial period. They further reveal how power, in the form of development programs, notions of nationalism, and hydrological maps, for instance, relates to environmental knowledge production.

This publication presents the results of the first global assessment of trees, forests and land use in these lands. The assessment breaks new methodological ground: it relies on the visual interpreation of freely available satellite images, carried out by more than 200 experts in a series of regional workshops. Using a tool called Open Foris ollect Earth, developed by FAO in collaboration with Google, participants gathered and analysed information for mrore than 200 000 sample plots worldwide. For each region, the report summarizes the distribution of forests, other wooded land and other land uses including grasslands, croplands, built-up areas and barren land, across all drylands and by aridity zone. It also estimates tree canopy cover, shrub cover, forest type and presence of trees outside forest. Indicatng that the global drylands contain more than one-quarter of the world's forest area, and that trees are present on 31 percent of the world's dryland area, the report provides a baseline for future monitoring and will support countries in their efforts to identify appropriate investments for the restoration and sustainable management of drylands.

Book excerpt: The World Bank's Forests Strategy, adopted in October 2002, charts a path for the Bank's proactive engagement in the sector to help attain the goal of poverty reduction without jeopardizing the environmental values intrinsic to sustainability. This strategy replaces the Bank's 1991 Forestry Strategy, and was developed on the basis of the findings of an independent review of the 1991 strategy and a two-year consultative process with development partners and stakeholders around the world. The revised strategy, Sustaining Forests, is built on three guiding pillars: harnessing the potential of forests to reduce poverty, integrating forests into sustainable economic development, and protecting global forest values. Recognizing the key role forests play in contributing to the livelihoods of people living in extreme poverty, government and local ownership of forest policies and interventions are emphasized along with the development of appropriate institutions to ensure good governance and the mainstreaming of forests into national development planning. The strategy also aims to support ecologically, socially and economically sound management of production forests by ensuring good management practices through application of safeguard procedures and independent monitoring and certification. Implementation of the strategy will center on building and strengthening partnerships with the private sector, non-governmental organizations, and other donor agencies to promote better forest conservation and management at country and global levels.

It does not offer a list of policy recommendations to be used as a general tool to combat the threats facing the world's forests. Obviously, the optimal mix of markets and policies must depend on the varying national and local conditions and, more specifically, on the level of development. The contents of this volume are organized in five Parts. Part I, Editorial Perspectives, briefly reviews the outline of the book and analyses the balanced use of markets and policies to support world forests towards sustainable forest management. Part II reviews changes and trends in society and environment outside the forest sector. After all, the evolution of forestry and forest industries is more dependent on these external changes than on changes internal to the sector. Two important aspects that may strongly affect the future of the forest sector are covered: the potential of wood biomass in replacing oil and the global freshwater outlook. The role of the G8 economic powers in the development of the world's forests is studied from the days of imperialism to the current Action Programme on Forests, and the implementation of the programme is followed up. A number of comparative analyses of countries are presented. The impacts of globalization on the forest sector in the Russian Far East and reforms in support of sustainable forest management in Russia are the two final themes of the book.
