Book excerpt: Since the early 2000s, Indonesia has taken a number of steps to prioritize early childhood development - ranging from the inclusion of Early Childhood Development (ECD) in the National Education System Law No. 20 in 2003 to a Presidential Declaration on Holistic and Integrated ECD and the launch of the country's first ever ECD Census in 2011. These policy milestones have occurred in parallel with sustained progress on outcomes included in the Millennium Development Goals, including for child malnutrition, child mortality and universal basic education. Additional progress could be achieved by strengthening ECD policies further. This report presents findings from an assessment of ECD policies and programs in Indonesia based on two World Bank tools: the ECD module of the Systems Approach for Better Education Results (SABER) and a guide on essential interventions for investing in young children. Results from the application of both tools to Indonesia are used to suggest a number of policy options for consideration.

Book excerpt: This White Paper sets out the future relationships Defence seeks with reservists and their families, their employers and society. Under the Future Reserves 2020 programme the Government has committed an additional £1.8 billion over ten year. The route from selection, is being simplified, making it easier for reservists to get to the level of training required. There will be improved alignment of pay and benefits with regulars. Reservists' total remuneration will be increased through the provision of a paid annual leave entitlement. From April 2015, when the new Armed Forces pension scheme is introduced, reservists will accrue pension entitlements for time spent on training as well as when mobilised. Welfare support will also be delivered to regulars and reservists alike, and their families, according to the impact of military service and their need. Recruitment of Army Reserve officers and those leaving the Regular Army will be encouraged to join the Reserves through bonuses of up to £5,000. A National Relationship Management scheme will be established to strengthen relationships with employer organisations and the largest employers from both the public and private sector and there will be provision of extra financial support to small and medium sized employers. New legislation will be introduced to enable mobilisation for the full range of tasks which our Armed Forces may be asked to undertake. The Territorial Army will also be renamed the 'Army Reserve' to reflect the significant changes in its role and its integration into the Whole Force.

But 'emerging producers', such as Mozambique and Mongolia, are also attracting interest from extractive companies, whether private corporations or state-owned enterprises (SOEs). Today, public anticipation of the benefits of extractives projects is again rising in many countries, with producer governments asserting greater control over their mineral endowments. But these expectations come at a time when the operational and political context for mineral investments is shifting across the world, raising questions about the long-term future of the extractives sector, especially in developing countries. Mineral and hydrocarbons production increasingly takes place in geologically, ecologically and politically challenging regions, as opportunities for more accessible reserves dwindle. Water scarcity and the increasing frequency of extreme weather events are raising new risks for investors and producers. Heightened concerns over resource security, environmental degradation and climate change will bring further scrutiny and tensions. Other uncertainties also cloud the market outlook. Talk of the end of the commodities super-cycle is prompting some companies to slash investment, undermining the prospects for resource-led development. The relationship between host country and company in the extractives sector will remain contentious. In many parts of the world conflicts are set to escalate. Future disputes have significant ramifications not only for the economic and political stability of the countries concerned but also for companies' assets and reputations.
