Under two federal administrations significant environmental legislative, regulatOly and institutional changes took place which affected our Nation's wetland resources. Injust a few years, we have seen rapid evolution in the way in which we view wetlands with more emphasis on specific wetland types and the geographic provinces in which they occur. This Southern Appalachian Man and the Biosphere (SAMAB) conference on "Wetland Ecology, Management and Conservation" represents just one example of our desire to understand wetlands in non-coastal regions of the southern United States. The backdrop to this conference was one where the government, universities, and private sector have come together to create a broader and more sophisticated understanding of environmental stewardship for our water resources, especially wetlands. Although enforcement of environmental legislation by federal and state government agencies - limited by manpower shortages, budgetary constraints and undermined by weak enforcement - remains strong as measured by world standards; the realization that environmental degradation of wetlands is likely to get much worse necessitates a greater commitment and increased resource allocation for wetland protection and management. These contiIUled pressures on the wetland resource will create substantial opportunities for the application of environmentally-sound technologies and interdisciplinmy modeling teams to keep abreast of the factors influencing wetland integrity and function in the last half of the 1990's.

The role of wetlands in either cooling or warming the climate is analyzed as the net balance between carbon sequestration and emissions of methane and nitrous oxide. Wetlands start off having a net warming effect on the climate but in time switch to net cooling. Further, they remove 40% of the N and P from run-off and groundwater flow in agricultural areas, but wetlands need to amount to 10% of the total catchment area to make a difference. Reflecting on the recent large investment in wetland ecological studies in China and neighboring countries, the book addresses invasive species in coastal wetlands as well as the protection and wise use of tidal flats around the Yellow Sea. It also presents promising regional case studies on wetland restoration. Book excerpt: "The U.S. Department of Agriculture Forest Service Center for Forested Wetlands Research has conducted or cooperated in studies designed to improve understanding of fundamental hydrologic and biogeochemical processes that link aquatic and terrestrial ecosystems. Five of these studies are discussed here. The first is based on observations made on long-term experimental watersheds established in the 1960s on the Forest Service Santee Experimental Forest in South Carolina. It quantifies the soil moisture dynamics, flow regimes, and water chemistry of low-gradient forested wetlands. The second study is being conducted in cooperation with North Carolina State University. It is a long-term project aimed at quantifying the effects of various water management and silvicultural management practices on hydrology and water quality at the Weyerhaeuser Company's managed pine forest in Carteret County, North Carolina. The third study is a long-term ecosystem study on MeadWestvaco's Coosawhatchie River bottomland hardwood site in South Carolina. It addresses questions related to public concerns about the need for protection, restoration, and sustainable management of forested wetlands. The fourth study, which was conducted between 1997 and 2000, examined the hydrology and water quality of intensively managed short-rotation woody crop plantations on International Paper's Trice experimental forest in the upper Coastal Plain of South Carolina. A fifth study was conducted between 1996 and 2004 at MeadWestvaco's Carolina bay site in the South Carolina upper Coastal Plain; it assessed the surface-water and ground-water interactions between Carolina bays and their surrounding uplands. Recommendations are provided for using knowledge gained through these and other studies as a basis for expanding needed hydrologic research with collaborators to address four major areas of water-related issues in the Southeast."--P.
