It matured as it grew into a profession Shortly after the beginning of the twentieth. It is now, as a science, just entering its prime, its finest years still ahead. American forestry grew up pragmatically in the same way that its parent, the American political system, flourished. An idea was tried. If it worked, it was retained. If it did not, it was cast aside. This trial and error approach to national policy is uniquely possible in the United States because of the country's political structure. Because the states of the Union have retained large areas of sovereignty to themselves, the American nation is much like a network of great laboratories with a wide range of social, economic, and political experiments going on all the time. In no field has this trying and testing been more appropriate than in the field of forestry. Woodland conditions vary so radically from one part of the continent to an other that a national plan for forestry, even if it had been politically possible, would probably have been impossible technically during the infant years of the science. When the old trees reached their limit of life they disappeared, and others took their place. The conditions for an uninterrupted regeneration of the forests were favourable, and the result was vigorous production by the creative power of the soil and climate. Then came man and interfered, not at once but by slow degrees, until in the more civilised countries of the earth the area under forest was considerably reduced. But more than this: the creative power of the soil in the remaining forest lands had, through injudicious and careless treatment, become more or less impaired. Steps had then to be taken to arrest a further reduction of the forest area in many cases the forest had to be re-planted and the original creative power re-established; thus a task presented itself which forestry had to undertake. What is now understood by that term did not spring into existence all at once but was built up gradually, as necessity in various directions arose. As long as forests occupied considerable areas, their produce was considered the free gift of nature, like air and water; man took it, used it and even destroyed it without let or hindrance. The stand of timber is estimated roughly at 746 billion cubic feet, of which 48 5 billion cubic feet is saw timber and 261 billion cubic feet cordwood. Almost three-fourths of the saw timber is in the remaining virgin forests. These remaining virgin forests are chiefly found in two widely separated regions, the South and far West, from which the United States is now drawing the bulk of its lumber cut. Together, they have 85 per cent of the total area still occupied by virgin growth, and 95 per cent of the re maining stand of virgin timber. The area of virgin growth in the far West is twice that in the South, with a stand in the ratio of 3% to 1. The economics of the transport and conversion of timber, a subject which is almost a clear field for inquiry, has been only lightly touched upon. Management and policy should not be governed solely by economic considerations. Nevertheless, to lay down a forest policy without first studying the total costs of producing timber and the prices that may be obtained for it is a reprehensible extravagance. The financial success of an industrial undertaking can only be judged when the process of production is completed; and, since the period between sowing and reaping in forestry is generally longer than the working life of a man, foresters escape the gruelling test of profit-making to which other cultivators are subjected. For this reason many foresters of established reputation have been able to show a disregard for the major considerations of economics that would have reduced them to bankruptcy in any other industry. Bearing this in mind I have attempted to present the economics of forestry in a form which may be useful in deciding questions of forest management and in determining forest policy.
