Book excerpt: This country case study, part of the Operations Evaluation Department (OED) A Review of the 1991 World Bank Forest Strategy and Its Implementation, evaluates World Bank operations in Cameroon for their consistency with the strategy. The strategic aspects of those operations are judged here on their relevance, effectiveness, efficiency, institutional development, and sustainability. The fundamental objective of the forest policy reform in Cameroon was to establish a transparent, equitable, and sustainable management system for forest resources. The outcome of the reform process was limited, for four reasons. First, the government of Cameroon lacked genuine commitment and the capacity to carry out the reform. Second, key actors in the reform process (particularly foreign logging companies and the parliament) chose to oppose it. Third, partners such as the World Bank failed to devise an implementation strategy compatible with the underlying dynamics of political and socioeconomic changes in Cameroon. Finally, while Cameroon's forest policy is well codified in documents, it is poorly implemented. Although the reforms have led to increased tax revenues and increased the share of GDP attributable to the forest sector, the structural underpinnings of the sector have been little affected. Government agencies in the sector continue to be weak. The international logging companies that dominate the sector continue to have a free hand in the development and use of the forest resources of Cameroon. Local communities were left out of the reform process, despite the declared objective to include them in forest resource management. Overall, the interventions of the Bank inside and outside the forest sector in Cameroon were relevant to its strategic objectives, but they were neither efficacious nor efficient. Because of weak institutional development, the achievements are unlikely to be sustained. The Bank should focus its future reform efforts in Cameroon on the collection and dissemination of relevant and reliable information, working with a larger set of stakeholders, and using more Cameroonian expertise to gain local perspective and build capacity. The success of such an approach hinges on government commitment and the cooperation of other donor countries, including those with timber interests in Cameroon.

Book excerpt: Starting in 1994, Cameroon introduced regulatory and market-based reforms to regulate access to its rainforests, balance public and private interests in those forests, and integrate wider economic, cultural, and environmental perspectives of the value of forests. Based on historical data and extensive interviews, this report concludes that the reforms brought order over the most aggressively competing interests and started to address deeper social and environmental issues, but a significant unfinished agenda remains. On the positive side, information on the boundaries, ownership, use rights, and management of Cameroon s rainforests has become available for public scrutiny, along with information on detection and prosecution of illegal activities. Better and better known rules of the game have improved forest governance and collaboration between forest institutions and civil society. More than 60 percent of Cameroon s rainforests are under management systems that emphasize sustainability. Illegal logging has declined sharply managed parks and production forests, although it persists in rural areas. The restructured forest industry has adopted internationally recognized management practices that have started to align logging with the forest s capacity to regenerate. Cameroon has established rules to preserve customary rights to forests, and community forests have progressed despite unanticipated challenges. Yet further reform is needed. Deeper recognition of the customary rights of all people who depend on Cameroon s forests, regardless of ethnicity, is vital. Timber and nontimber forest products like medicinal plants and bush meat remain subject to illegal exploitation outside state forests. Cameroon needs qualified eco-investors to sustain conservation and diminish reliance on timber production. Community involvement in the management of all types of forests should expand further. Great attention to local markets and small firms will strengthen forest governance and the forest industry in important ways. Rewarding responsible corporate behavior with more lenient bank guarantees and tax incentives may prove as important for conserving forests as punishing corporate misbehavior.

Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity. The book builds on earlier volumes exploring different dimensions of decentralization and perspectives from other world regions, and distills dimensions of forest governance that are both unique to Africa and representative of broader global patterns. Authors ground their analysis in relevant theory while attempting to distill implications of their findings for policy and practice.

Available in PDF, EPUB and Kindle. Book excerpt: During the 1994 forest policy reform in Cameroon, NGOs, World Bank (WB) and Members of Parliament (MPs) were believed to be strongly influential. However, their leverage has never been evaluated. It is to fill this empirical gap that this thesis sets out to elucidate the influence of NGOs, WB and MPs on the Cameroon Forestry Law (CFL). The study combined the inductive and deductive research approaches, building its theoretical framework on the struggle between the structuralist and intentionalist divides of the structuration theory of Giddens, the new institutional economics, and the governance and representation theories. It adopted both qualitative and quantitative research methods and tools drawing on a set of 30 semi-standardized interviews and 95 questionnaires. Data analysis was performed using four data analysis techniques: content analysis, factor analysis, cluster analysis and Pearson ́s chi square analysis with SPSS 15.0 version. The empirical findings of this research showed that NGOs exerted some influence on the community forestry deliberation, while the Bank had a great leverage on the same regulation. Both WB and MPs had a substantial impact on the log export and local wood processing regime whereas MPs held a great influence on the logging licences allocation system and the contract duration clauses. The study also identified 18 significant contextual and agential factors of influence of NGOs, WB and MPs. These factors tested approximately 55% of the theoretical framework of the study. Contextual factors accounted for about 60% of influence processes meanwhile agential factors held nearly 53% of the variance explained. However, only 15 of these factors are still relevant to the current policy arena in Cameroon and were embedded into the constructed model. The results of this study are in line with those obtained in Indonesia, Papua New Guinea, Solomon Islands, Bolivia and Costa Rica where forest policy reforms occured at the same period with Cameroon.

Book excerpt: There is evidence that institutions related to climate change and natural resource management influence each other’s performance, and that local settings also shape policy outcomes. We examine how policy implementation processes and institutional interactions affect the Reducing Emissions from Deforestation and Forest Degradation (REDD+) program in Cameroon. Research on REDD+ implementation has focused on resource tenure, benefit-sharing and participation, giving less attention to how implementation paradigms and other institutions affect REDD+. We combine a policy implementation framework with the theories of institutional interaction to examine how REDD+ implementation typologies, and interactions with forestry regulations influence the outcomes of three REDD+ pilot projects in South and West Cameroon. Drawing from focus group discussions with project beneficiaries and interviews with local stakeholders and land-users, we find that REDD+ projects epitomize political implementation in the South and experimental implementation in the West. We also indicate how project outcomes have been affected by rules regarding community forests, reforestation and timber processing. Our findings suggest that policy designers’ ability to satisfy community preferences is important for projects’ outcomes in the South, and that resource availability and social capital are pivotal in the West. Incentives to promote local timber processing, improve forest governance and expedite decentralization would improve REDD+ project implementation in Cameroon.

In Cameroon, the years following the last global financial crisis saw a boom in Chinese investments in the rubber industry, in particular in rubber estates belonging to two companies: Sud-Cameroun Hevea SA and GMG HEVECAM. These investments come from Sinochem, one of the largest Chinese state-owned multinationals, and involve the rehabilitation of existing rubber estates, as well as expansion into new areas. Since the initial investment from China, exports of rubber from Cameroon to China increased from almost none to nearly half of total rubber exports in 2011. We conducted research into the nature and extent of Chinas investment in the Cameroonian rubber sector and assessed initial findings through the lens of socially responsible investments (SRI). Overall, the picture shows that the two investments are subject to a number of governance challenges, particularly in relation to land allocations.

In order to investigate the administration of a national park, this chapter focuses firstly on the directions taken by the international normative arsenal in the Cameroonian context of forest governance and specifically the reminder of some regulatory texts concerning national parks. After addressing the issue of management of protected areas in the dry Far North of Cameroon, the second part examined the special case of the Mozogo-Gokoro National Park, located in this region, with reference to the results of a survey and administrative report consultations. The analysis reveals a gap between international and national legal instruments and their actual implementations. The park,Äôs status as a plant conservation model in Sudano-Sahelian zone is mostly attributable to empirical local practices adapted to the resilience of vegetation.
