Book excerpt: Excerpt from Forest Fuels on Organic and Associated Soils in the Coastal Plain of North Carolina The fire problem in the organic soil (pocosin) areas of eastern North Carolina centers around the frequent and costly blowup_1/ wildfires occurring there and the use of fire as a management tool. Under certain combinations of fuel and weather, low intensity fires will suddenly and often unexpectedly multiply their rate of energy output many times. In almost all instances these fires have been virtually uncontrollable until the weather has moderated or the fire has run out of fuel. Efforts at control are often greatly hampered by inaccessibility and the poor soil trafficability in much of the area. Prescribed fire appears to be a potentially valuable tool in the manage ment of pond pine by promoting seed fall from the serotinous cones and in preparing the seedbed. Fires of sufficient intensity to achieve these results, however, are usually difficult to control and tend to burn deeply into the or ganie soil. The problem has become more acute in the past 10 years because of the increased commercial importance of the pocosins as pulpwood and timber producing areas. A better understanding of the behavior of fires in the pocosins, especially of the factors that favor the occurrence of major fires, could contribute much to the economy of this particular region as well as to the general fund of basic fire behavior knowledge. This knowl edge provides a basis for developing guides to the effective use of prescribed fire and for determining the situations where wildfires can be minimized or prevented by using prescribed fires. The catastrophic effects of uncontrolled fires on the soil have been observed fre quently following wildfires. There is a need for evaluating those burning situations where fire effects are less. Dramatic than during wildfires so the tradeoffs between prescribed burning and/or other means of vegetation manipulation can be compared. For example, burning volatilizes nitrogen, an essential element for plant growth; how ever, the loss of some nitrogen by burning might become a more acceptable alternative than large soil losses occurring after the use of heavy mechanical equipment. Likewise, several light or moderately controlled burns possibly have less impact on the soil than a single severe wildfire that may result from a large fuel accumulation. Duff consumption is often described as depth reduction, percentage depth reduction, and percentage mineral soil exposure. For evaluating smoke emissions and nutrient capital, depth reduction is the appropriate expression because it describes actual amounts and can be converted to weight if duff bulk density is known. Percentage duff reduction is commonly used to describe fire prescription targets. It must be applied to preburn depth or loading to estimate actual amounts of duff removed or retained. Per centage mineral soil exposure relates to regenera tion potential, seedbed quality, and vulnerability to erosion. Objectives and constraints of prescribed fire can often be expressed as desired or acceptable levels of percentage mineral soil exposure. Consumption of woody fuel is often described as percentage of preburn fuel quantities consumed, especially for evaluating prescribed fire effects and designing fire prescriptions. It may be pre dicted initially as average diameter reduction of woody pieces and then converted to percentage volume reduction or fuel loading reduction.
