For others, international labour mobility is a tradition. For a great number of people however, international labour migration is an economic necessity. It is the only viable solution to realize their basic human right to a decent life. GMS worker movements to Thailand typify all three characterizations of international labour mobility. While this book focuses on the economic dimensions of international labour emigration, principally from Cambodia, Laos and Vietnam to Thailand, it recognizes at the very outset the equal standing of non-economic motivations for migration.

Book excerpt: Interrelations between Public Policies, Migration and Development is the result of a project carried out by the European Union and the OECD Development Centre in ten partner countries: Armenia, Burkina Faso, Cambodia, Costa Rica, Côte d'Ivoire, the Dominican Republic, Georgia, Haiti, Morocco and the Philippines. The project aimed to provide policy makers with evidence on the way migration influences specific sectors - labour market, agriculture, education, investment and financial services, and social protection and health - and, in turn, how sectoral policies affect migration. The report addresses four dimensions of the migration cycle: emigration, remittances, return and immigration. The results of the empirical work confirm that migration contributes to the development of countries of origin and destination. However, the potential of migration is not yet fully exploited by the ten partner countries. One explanation is that policy makers do not sufficiently take migration into account in their respective policy areas. To enhance the contribution of migration to development, home and host countries therefore need to adopt a more coherent policy agenda to better integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation.

Book excerpt: International intervention liberated Cambodia from pariah state status in the early 1990s and laid the foundations for more peaceful, representative rule. Yet the country's social indicators and the integrity of its political institutions declined rapidly within a few short years, while inequality grew dramatically. Conducting an unflinching investigation into these developments, Sophal Ear reveals the pernicious effects of aid dependence and its perversion of Cambodian democracy. International intervention and foreign aid resulted in higher maternal (and possibly infant and child) mortality rates and unprecedented corruption by the mid-2000s. Similarly, in example after example, Ear finds the more aid dependent a country, the more distorted its incentives to develop sustainably. Contrasting Cambodia's clothing sector with its rice and livestock sectors and internal handling of the avian flu epidemic, he showcases the international community's role in preventing Cambodia from controlling its national development. A postconflict state unable to refuse aid, Cambodia is rife with trial-and-error donor experiments and their unintended consequences, such as bad governance and poor domestic and tax revenue performance—a major factor curbing sustainable, nationally owned growth. By outlining the terms through which countries can achieve better ownership of their development, Ear offers alternatives for governments still on the brink of collapse, despite ongoing dependence on foreign intervention and aid.

But low-cost labour advantages on a narrow economic base have driven this growth. The country now needs to move beyond the four sectors that have dominated its economy: garment manufacturing, tourism, construction, and agriculture. Better education outcomes and higher-level skills are crucial for economic diversification and structural transformation and to sustain its inclusive growth. Labour force participation is high and unemployment relatively low, but the large majority of jobs are informal and more than a half of the employed have just a primary education or less. Addressing the problems of skills mismatch and future skills demand is therefore a priority. This joint report from the Asian Development Bank and the International Labour Organization examines constraints and opportunities for increasing productive employment in Cambodia. It can help the country exploit the opportunities its youthful labour force offers, but this window is closing fast.

In doing so, it draws attention to and destigmatizes the transactional elements within many ‘normative’ partnerships – be they transnational, inter-ethnic or otherwise. Focusing on Cambodia, and on a subculture of young women employed in the tourist bar scene referred to as ‘professional girlfriends’, the book shows that the resulting transnational relationships between Cambodian women and their foreign partners are complex and multi-layered. It argues that the sex-for-cash prostitution framework is no longer an appropriate model of analysis. Instead, a new vocabulary of ‘professional girlfriends’ and ‘transactional sex’ is used, with which the nuanced complexities of these transnational partnerships are analysed. Interdisciplinary in nature, the book inspires new understandings of gender, power, sex, love, desire, political economy and materiality within everyday relationships around the globe. It is a useful contribution for students and scholars of Anthropology, Sociology, Southeast Asian Studies, Gender and Sexuality Studies, and Cultural Studies.
