In 1990 Japan's government began encouraging the migration of Nikkeijin (overseas Japanese) who are presumed to assimilate more easily than are foreign nationals without a Japanese connection. More than 250,000 Nikkeijin, mainly from Brazil, now work in Japan. The interactions between Nikkeijin and natives, says Joshua Hotaka Roth, play a significant role in the emergence of an increasingly multicultural Japan. He uses the experiences of Japanese Brazilians in Japan to illuminate the racial, cultural, linguistic, and other criteria groups use to distinguish themselves from one another. Roth's analysis is enriched by on-site observations at festivals, in factories, and in community centers, as well as by interviews with workers, managers, employment brokers, and government officials.Considered both "essentially Japanese" and "foreign," nikkeijin benefit from preferential immigration policy, yet face economic and political strictures that marginalize them socially and deny them membership in local communities. Although the literature on immigration tends to blame native blue-collar workers for tense relations with migrants, Roth makes a compelling case for a more complex definition of the relationships among class, nativism, and foreign labor. Brokered Homeland is enlivened by Roth's own experience: in Japan, he came to think of himself as nikkeijin, rather than as Japanese-American.

Beginning in the late 1980s, however, thousands of Brazilians left for the United States, Japan, Portugal, Italy, and other nations, propelled by a series of intense economic crises. By 2009 an estimated three million Brazilians were living abroad—about 40 percent of them in the United States. Goodbye, Brazil is the first book to provide a global perspective on Brazilian emigration. Drawing and synthesizing data from a host of sociological and anthropological studies, preeminent Brazilian immigration scholar Maxine L. Margolis surveys and analyzes this greatly expanded Brazilian diaspora, asking who these immigrants are, why they left home, how they traveled abroad, how the Brazilian government responded to their exodus, and how their host countries received them. Margolis shows how Brazilian immigrants, largely from the middle rungs of Brazilian society, have negotiated their ethnic identity abroad. She argues that Brazilian society abroad is characterized by the absence of well-developed, community-based institutions—with the exception of thriving, largely evangelical Brazilian churches. Margolis looks to the future as well, asking what prospects at home and abroad await the new generation, children of Brazilian immigrants with little or no familiarity with their parents' country of origin. Do Brazilian immigrants develop such deep roots in their host societies that they hesitate to return home despite Brazil's recent economic boom—or have they become true transnationals, traveling between Brazil and their adopted lands but feeling not quite at home in either one?

Based on ten years of qualitative research dominated by in-depth interviews with migrant sugarcane workers, this project argues that the ills of the sugarcane industry are symptomatic of an overarching problem of unequal access to opportunities by all Brazilian citizens. The project is unique in its use of a single industry as an expression of the multifarious problems of socioeconomic, regional, and racial inequality. The author explores details of the labor migration experience with a central premise that the conditions are not a direct outcome of the industry, but rather a manifestation of fundamental inequalities rooted in Brazil’s colonial history.

The situation was reversed in the 1980s as a result of economic downturn in Brazil and labour shortages in Japan. This book examines the construction and reconstruction of the ethnic identities of people of Japanese descent, firstly in the process of emigration to Brazil up to the 1980s, and secondly in the process of return migration to Japan in the 1990s. The closed nature of Japan's social history means that the effect of return migration' can clearly be seen. Japan is to some extent a unique sociological specimen owing to the absence of any tradition of receiving immigrants. This book is first of all about migration, but also covers the important related issues of ethnic identity and the construction of ethnic communities. It addresses the issues from the dual perspective of Japan and Brazil. The findings suggest that mutual contact has led neither to a state of conflict nor to one of peaceful coexistence, but rather to an assertion of difference. It is argued that the Nikkeijin consent strategically to the social definitions imposed upon their identities and that the issue of the Nikkeijin presence is closely related to the emerging diversity of Japanese society.

During and after the conflicts a mass displacement of population was brought to bear heavily on the demographic situation of Western Europe. On the other hand, in the turmoil of the aftermath some western countries came to lose, one by one, their African and Asiatic colonies, and were in consequence deprived of an outlet for their surplus population. The economic implications of the problem were tremendous. Where to find a remedy to such a tragic situation? I would not venture to say that large scale migrations are like ly to bring about, all by themselves, a harmonious distribution ~f population. It must be recognized, nevertheless, that economists and geographers alike are ready to admit that this problem, and the problem of economic pressure which derives therefrom, cannot be satisfactorily settled unless a well devised policy of regulation is set up, in order to bring all manpower available closer to the natural resources of wealth. It follows that in the present days the migration policy of any given country has to be considered in the light of international co-operation. This planetary vision of all great human problems is a welcome sign of our times.

Book excerpt: We document the short-term impact of the COVID-19 pandemic on the Brazilian labor market focusing on employment, wages and hours worked using the nationally representative household surveys PNAD-Continua and PNAD COVID. Sectors most susceptible to the shock because they are more contact-intensive and less teleworkable, such as construction, domestic services and hospitality, suffered large job losses and reductions in hours. Given low income workers experienced the largest decline in earnings, extreme poverty and the Gini coefficient based on labor income increased by around 9.2 and 5 percentage points, respectively, due to the immediate shock. The government’s broad based, temporary Emergency Aid transfer program more than offset the labor income losses for the bottom four deciles, however, such that poverty relative to the pre-COVID baseline fell. At a cost of around 4 percent of GDP in 2020 such support is not fiscally sustainable beyond the short-term and ended in late 2020. The challenge will be to avoid a sharp increase in poverty and inequality if the labor market does not pick up sufficiently fast in 2021.
