Book excerpt: Integration processes in Europe as well as globalization trends create new possibilities for enterprises. The accession of ten new Member States in 2004 and additional two in 2007 create new possibilities for enterprises, especially as far as foreign trade in concerned. The paper elaborates on internationalizing of exchange sphere of enterprises in Poland and Slovakia, which is mainly realized by foreign trade. Thus the paper focuses on export and import transactions as the most popular form of internationalization of enterprises. The Paper presents two case studies of new member States, that is Poland and Slovakia. For Poland the authors analyzed the foreign trade turnover in the period before and after the enlargement, while for Slovakia the authors outlined the basic trends in Slovak foreign trade and focused mainly on the trade exchange within the Visegraacute;d Group, also called the Visegraacute;d Four (V4), which made up of the Czech Republic, Hungary, Poland and Slovakia. The aim of the paper is to investigate the impact of accession on the value and structure of foreign trade in two selected new Member States, that is Slovakia and Poland.

Poland's accession to the European Union in May 2004 has strongly affected all sectors of the economy. Those changes were expected before EU enlargement, but not precisely assessed. Before Poland joined EU, many estimations and analysis of the implications of the EU enlargement for new-comers were made. For example, on the basis of traditional as well as new theories of international trade E. Czarny and G. Lang (2001) concluded that human capital and capital intensive industries suffer after first of May 2004, concurrently income distribution in Poland significantly changes after all. From the present point of view, and three year experience of EU membership, there is a proper stage for evaluation of the short-run effects of the Poland's EU accession. Recent changes in Polish economy are assessed in terms of the labor market, international trade, and labor productivity. Comparing the previous findings, based mostly on the theories of trade, to the statistics of changes of the Polish economy in 2005 and 2006, we pointed out some conclusions concerning how expectations, assumptions and theoretical simulations are able to foreseen real economies of integration.

During the membership preparations, the EU built many different routes of influence into the candidate countries' domestic policy-making through 'Europeanization'. The Central and East Europeans voluntarily took on the Union's norms and methods, guided by the European Commission, in a massive transfer of policies and institutions. However, the EU missed important opportunities to effect change as well. The EU's Transformative Power explores in detail how the EU used its influence to control the movement of people across Europe, through both coercive use of conditionality and voluntary methods of Europeanization.

Book excerpt: This book examines the transformation of the state in Central and Eastern Europe since the end of communism and adoption of market oriented reform in the early 1990s, exploring the impact of globalization and economic liberalization on the region’s states, societies and political economy. It compares the different policies and national strategies adopted by key Central and Eastern European states, including the Czech Republic, Poland, Hungary and Slovakia, showing how initial internally oriented strategies of market reform, privileging domestic sources of investment, had by the late 1990s given way to externally oriented strategies emphasising the promotion of competitiveness by attracting foreign investment. It explores the reasons behind this convergence, considering the influence of internal and external forces, and the roles of interests, institutions and ideas. It argues that internationalization of the state is forged in the processes through which domestic groups linked to transnational capital attain domestic influence necessary to shape state policy and strategy. These groups — the comprador service sector in particular — constitute and organize political, social and institutional support of the competition state in the region. Overall, this book not only provides a detailed account of the political economy of post-communist transformation in Central and Eastern Europe, but also the processes by which states adapt to the forces of globalization.

The combination of Poland’s potential power as a major, and possibly controversial, player in both the region and Europe as a whole, and the apparent salience of Euroscepticism in domestic electoral politics at the core of the Polish government and party system presented the possibility that Poland would be a ‘new awkward partner’ in Europe. However, although Poles may have voted for EU-critical parties in large numbers no ‘Eurosceptic backlash’ has emerged. In fact, far from being a ‘new awkward partner’, Poland has tried to portray itself as the ‘new heart of Europe’ and it certainly came to be increasingly perceived as such in Brussels and by its European allies. This book focuses on two linked questions. Firstly, what impact has Poland had upon the EU as a new member state? Secondly, how has becoming an EU member impacted upon public attitudes towards the EU and Polish domestic politics, particularly on its party and electoral politics? Szczerbiak provides the first detailed empirical case study of the impact of Poland’s EU membership on its politics and of Poland's impact on the EU. The book also makes broader theoretical contributions to our understanding of EU relations with its member states.
