Development, in this book, has been defined in a context that projects it as a multidimensional and complex process which seeks to enhance the human, social, economic and cultural welfare of the people. This book calls for a rethinking of trade and industry for Africa's development. It uses data drawn from national development plans and strategies, and trade and industry issues have been prioritized at the continental level, in key policy documents. On the whole Africa's industry and trade performance have been poor in spite of national, regional, and continental plans. The contributors to this volume propose some alternative strategies and policies which are necessary for trade and industry to grow and to contribute to the well-being of Africa's people. It calls for a developmental trade and industry policy which, fundamentally, must be people-centred. African states should invest time, energy and resources to develop policies which will take into consideration African realities.The different contributors are aware that Africa has experienced strong economic growth in the recent past but this growth has largely been due to a strong demand for Africa's primary commodity exports. It has also been a result of increases in productivity and domestic investment and remittances from Africans living in the Diaspora. It is important to note that despite this unprecedented growth performance, the impact of trade and industry on development has been limited. The book argues that a structural transformation of Africa's economies is inevitable if Africa is to achieve the shift from the dominant paradigm of production and export of primary goods. The various contributors to this book agree that there is need to rethink policy and strategy in order to achieve industrial development in Africa. There is no unique solution or answer that can fit all situations as African countries are not the same. While Africa can draw lessons from other regions which have successfully industrialized, this book argues that policies and strategies will have to be adapted to country-specific situations and circumstances.

Book excerpt: This book looks at the debates on global value chains (GVCs) and free trade agreements (FTAs) as springboards for industrial development in developing countries, especially India. It connects the outcomes in GVC-led industrial restructuring and upgrading to industrial policy choices in trade and FDI liberalisation, in particular those through FTAs. With the share of manufacturing in GDP stagnant at around 15–16% since the 1980s, India’s policymakers have pinned their hopes on greater integration into GVCs to revitalise the manufacturing sector. The multiple FTAs the country has signed over the last few years, specifically the ones with the Association of Southeast Asian Nations (ASEAN), South Korea, Malaysia and Japan have been sought to be rationalised using the same argument. The book argues that failing to factor in the industrial policy causalities involved in sustainable indigenous technology development, structural barriers to the entry into GVCs, the assessments of the available evidence on the adverse impact of trade and FDI liberalisation as well as existing FTAs on firm-level incentives for undertaking domestic production, and the industrial policy constraints imposed by FTAs can prove costly for the trajectories of developing country economies, including India. To address these questions, the authors provide a critical survey of the analytical literature on industrial policy. They also review some recent industry successes and argue that only a limited role was played by public interventions. Moreover, the recent ascendance of international industrial networks, which dominate the sectors in which less developed countries have in the past had considerable success, implies a further limitation on the potential role of industrial policies as traditionally understood. Overall, there appears to be little empirical support for an activist government policy even though market failures exist that can, in principle, justify the use of industrial policy.

The success of the United States in research and development contributes to this optimism and leads many to assume that there is a technological fix for significant national problems. Since World War II the federal government has been the major supporter of commercial research and development efforts in a wide variety of industries. But how successful are these projects? And equally important, how do economic and policy factors influence performance and are these influences predictable and controllable? Linda Cohen, Roger Noll, and three other economists address these questions while focusing on the importance of R&D to the national economy. They examine the codependency between technological progress and economic growth and explain such matters as why the private sector often fails to fund commercially applicable research adequately and why the government should focus support on some industries and not others. They also analyze political incentives facing officials who enact and implement programs and the subsequent forces affecting decisions to continue, terminate, or redirect them. The central part of this book presents detailed case histories of six programs: the supersonic transport, communications satellites, the space shuttle, the breeder reactor, photovoltaics, and synthetic fuels. The authors conclude with recommendations for program restructuring to minimize the conflict between economic objectives and political constraints.
