Book excerpt: This volume documents the foreign policy of the Nixon and Ford administrations concerning issues that were primarily negotiated in United Nations bodies, other international governmental organizations, and non-governmental organizations. The topics covered in this volume are related to the chapters in Foreign Relations, 1969-1976, Volume E-2, Documents on Global Issues 1973-1976. In both volumes, the issues addressed crossed "traditional" bilateral and regional boundaries, often dealt with topics not previously given to sustained, high-level negotiations, and frequently required novel approaches, integrated thinking, and revision of bureaucratic organizations. The table of contents provides the best idea of the kinds of issues documented by this volume: population policy, food policy, women's issues, general United Nation affairs, and controversies surrounding United Nations membership. This is by no means a complete list of the global issues and United Nations topics that the Nixon and Ford administrations confronted. Others, such as energy, disarmament, transnational economic issues, and refugee policy, are covered in separate volumes in the 1969-1976 subseries. It is the opinion of the editor that this volume covers the era most faithfully by focusing on those topics that the Nixon and Ford administrations recognized as distinctly global issues dealt with on a transnational basis, primarily through the United Nations. Topics treated primarily on a bilateral or regional basis can be found in other volumes in this subseries.

Book excerpt: This volume documents the formulation of U.S. policy toward Latin America and the Caribbean between 1969 and 1972. Upon taking office in January 1969, President Nixon indicated that he intended to give a high priority to revitalizing relations with the region. On his first full day as President, Nixon asked New York Governor Nelson A. Rockefeller, a Latin America expert, to assess the effectiveness of the Alliance for Progress program initiated by the Kennedy administration and to make policy recommendations. Rockefeller's report helped to shape Nixon's October 31, 1969, speech to the Inter-American Press Association, in which the President outlined his vision for U.S.-Latin American relations. In that address, Nixon called for "a more mature partnership" with the region. He offered to allow more multilateral input into the process of allocating development aid, to reduce barriers to trade, to give the management of relations with the nations of the Western Hemisphere a special place within the U.S. bureaucracy by raising the Assistant Secretary of State for Inter-American Affairs to the rank of Under Secretary, and to deal with Latin American governments as they were, recognizing that "enormous, sometimes explosive forces for change" in the region could result in instability and changes in government. The volume includes documentation on U.S. relations with Argentina, Brazil, Colombia, Costa Rica, Cuba, the Dominican Republic, Ecuador, El Salvador, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, and Venezuela. Coverage of El Salvador and Honduras is limited to a chapter on the U.S. response to the 1969 "Soccer War," which broke out after violence erupted at a World Cup qualifying match between the two Central American countries. An additional chapter on Bolivia will be added once it has been fully cleared for publication. Documentation on U.S. relations with Chile between 1969 and September 1973 will be published in a separate volume.

Book excerpt: This volume supplements the recently released print volume XVII, China, 1969-1972, by publishing 175 documents, most of which are cited in the footnotes of print volume XVII, that relate to the high-level contacts between the People's Republic of China and the United States. Typically, the print volume presents the shorter (and sometimes more subjective) summary memorandum of a conversation or important message that National Security Advisor Henry A. Kissinger and the National Security Council staff prepared for the President, while the supplement contains the verbatim memorandum of conversation or the full text of messages exchanged. In addition, Vol. E-13 contains documentation on the Nixon administration's historic opening to China, including accounts of meetings at the foreign minister level during President Nixon's visit to Beijing in 1972, backchannel messages, and memoranda from other agencies, such as the Department of Defense. This extra coverage of the Nixon administration's opening to China is the result of a decision to give this historic and important U.S. foreign policy shift maximum coverage in the Foreign Relations series.

Book excerpt: "This volume is part of a subseries of volumes of the Foreign Relations series that documents the most important issues in the foreign policy of the administrations of Richard M. Nixon and Gerald R. Ford. This specific volume documents U.S. regional and bilateral relations with Western Europe from January 20, 1969 to January 20, 1973. The documentation printed in this volume highlights U.S. policy regarding European economic and political integration, U.S. participation in the North Atlantic Treaty Organization (NATO), as well as U.S. bilateral relations with Canada, France, Ireland, Italy, Malta, Portugal, Spain and the United Kingdom. The first chapter focuses on U.S. policy toward Western Europe and Canada as a whole, with a focus on two key issues that faced the Nixon administration: 1) how to maintain the cohesion of the Atlantic Alliance at a time of reduced tensions with the Soviet Union, and 2) how to respond to the emergence of serious economic tensions among the advanced industrialized nations. The country chapters in this volume emphasize the key issues that affected each bilateral relationship"--Publisher's description.

The editors of this volume also compiled an extensive electronic supplement, Foreign Relations, 1969-1976, volume E-16, Documents on Chile, 1969-1973, which, when released, will be available online at the Office of the Historian website. Download or read book Foreign Relations of the United States 1969 1976 written by Halbert Jones and published by . This book was released on 2015 with total page 1232 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume is part of a Foreign Relations subseries that documents the most important issues in the foreign policy of Presidents Richard M. Nixon and Gerald R. Ford. The volume on American Republics has been divided into two parts: Part One, this volume, documents the formulation of a new U.S. policy towards the region as a whole and bilateral relations with fourteen countries and one British possession: The Bahamas, Barbados, Belize, Costa Rica, Cuba, the Dominican Republic, El Salvador, Grenada, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, and Nicaragua--during the second Nixon and Ford administrations; Part Two, forthcoming, documents bilateral relations with countries in South America. U.S. policy towards Latin America during this period centered on establishing what Henry A. Kissinger called a "New Dialogue" with the region. Launched in October 1973, just days after Kissinger took office as Secretary of State, the "New Dialogue" was envisioned as a constructive way for the United States to meet the challenge posed by the perceived emergence of a Latin American regional bloc. The initiative called for regular meetings of foreign ministers to address issues of mutual concern and aimed to restore a sense that a special relationship existed between the United States and its neighbors to the south. By 1976, however, U.S. officials had largely abandoned the idea of pursuing a unified regional policy, as called for by the "New Dialogue." Instead, recognizing that Latin America was not a monolithic bloc, the Ford administration focused more on bilateral relations with the nations of the hemisphere. As this volume documents, during the Nixon and Ford administrations immigration and narcotics control emerged as key issues in bilateral relations, particularly with Mexico. Other themes that occur are water salinity, economic concerns, and investment disputes. Finally, military regimes controlled many Central American governments during the 1970s, and some early hints of the unrest that generated the civil wars of the 1980s appear in the documents in this volume"--Publisher's website.
