Book excerpt: This paper reviews the experiences of a few countries in Sub-Saharan Africa that have succeeded in attracting fairly large amounts of foreign investment. The review indicates that sustained efforts to promote political and macroeconomic stability and implement essential structural reforms have been the key elements contributing to the success that certain countries in Africa have achieved in attracting a substantial volume of FDI. Strong leadership, which has helped promote democracy and overcome social and political strife, and a firm commitment to economic reform have been important determinants. The adoption of sound fiscal and monetary policies, supported by an appropriate exchange rate policy, and a proactive approach to removing structural impediments to private sector activity have had a positive bearing on investor sentiment. The analysis underscores the importance of relying on stability and a broad-based reform effort to encourage foreign investment in Africa.

It presents case studies on policies to attract foreign investment in agriculture and their impacts on national economic development in selected countries in Africa, Asian and Latin America.

The author begins by comparing manufacturing sector productivity across developing countries and then examines some of the reasons for the gap between African productivity and that of the rest of the developing world. The key questions with regard to the productivity gap include the following: Can African labor compete with labor from other developing countries? Is the vintage of capital equipment a barrier to raising productivity? How can African firms build export capacity and become competitive in global markets? What types of firms are growing the fastest in Africa? How efficient is the market for credit in the private sector and how does this impact firm-level productivity? Recognizing that Africa's potential to attract private sector investment is at the heart of its ability to achieve a high rate of economic growth, the author identifies some of the major problems faced by investors in the private sector. In particular, she focuses on foreign direct investment because of its critical role in generating growth in the early stages of industrial development. By using case studies and othermaterial, she examines foreign investment trends in Africa, the impact of this investment in terms of output and employment, and the problems faced by new investors in Sub-Saharan Africa. The author concludes with specific recommendations for generating growth in the private sector and for improving productivity and investment levels in Africa. Finally, she suggests concrete steps that national and international policymakers can take to improve the climate for investment in Africa.

Book excerpt: The report reviews lessons from the International Finance Corporation's (IFC) investment, and advisory experience in the developing world, which show the interactions between policy frameworks, and the volume and structure of foreign direct investments (FDI). Case studies show how the Corporation promotes successful project structures, and regulatory changes, as it tries to attain the strongest development impact for investments. In developing countries, FDI has flowed mainly into manufacturing, and processing industries. In the past, investment attractiveness had been closely linked to possession of natural resources, or a large domestic market, while production and trade globalization, competitiveness as a location for investment, and exporting, have become the main determinants of attractiveness. Sources of FDI in the past, came almost exclusively from industrial countries, though recently those sources have widened, emerging from developing countries in their own right, and for their own regions. IFC, as an international initiative to promote FDI in developing countries, is liable to promote bilateral trade agreements, bilateral and multilateral financial institutions, and investment promotion programs; its advisory role may vary from diagnostic studies overviewing constraints to FDI, to investment policy studies giving specific solutions on either changes, or strategies. The study further looks at how policy environment is set, and at finding investor opportunities, through project financing, largely structured as joint ventures. The inherent, fragile nature of joint ventures, restricts foreign ownership, thus limiting project structures; however, careful project design has lead to successful operations, by ensuring management, and financial arrangements. Still, to maximize benefits, an unfinished agenda of policy reform remains, and, as more countries open to FDI, this integration will lead to an overall increase in FDI flows.

Its purpose is to determine the internal factors: market size, political instability, corruption, natural resources and business climate influencing foreign direct investment. The direction of the case study is formulated by two research questions: What factors are likely to hinder FDI in Nigeria and what factors are likely to encourage FDI in Nigeria? The text is in six chapters. The first chapter examines the subtle truth, thus foreign direct investment flow to sub Sahara Africa. The second chapter explores some foreign direct investment foundation theories and recent scholarly studies on internal factors influencing FDI. The third chapter analyzes the internal factors influencing foreign direct investment within the context of the Nigerian economy. The fourth chapter examines the case study: Design Description, instrument construction, survey design, sample selection, steps of survey administration, data analysis and the limitations of the study. The fifth chapter reports the case study findings: demographics and case study results. The sixth chapter emphasizes on the remedies, thus presents wide-ranged reforms that include reform of the base social institutions and adoption of base economic development strategies and policies to drive in economic programs in Nigeria. Undoubtedly, the study is a valuable contribution to academic and policy research on Africa, laying out the action plan for the new future of Nigeria, thus, a plan of guide for other countries in the region, as well. Book excerpt: "This paper aims to provide theoretical and empirical insights into the puzzling simultaneous rise in foreign direct investment (FDI) inflows in Africa and capital flight from the continent over the past decades. It specifically explores two questions: Is FDI a potential driver of capital flight? And, is natural resource endowment a possible channel for the capital flight-FDI link? The econometric analysis is based on 32 African countries over the period 1970-2013 using dynamic panel data estimation methods. Three important findings emerge from the analysis. First, while there is no robust evidence that capital flight is fuelled by annual FDI inflows (there is no equivalent to debt-fuelled capital flight), there is a positive relationship between the stock of FDI and capital flight. Second, natural resource endowment is directly related positively to capital flight and resource endowment is associated with a stronger FDI stock-capital flight link, especially in the case of oil. Third, high-quality institutions somehow weaken the link between FDI and capital flight, although they do not completely eliminate the relationship. The results point to potential gains from improvements in institutional quality in African countries through minimizing the contribution of FDI and natural resources to capital flight."--page [1].
