This factor had the influence of spurring liquidation, whether of cotton or goods, and also of restricting new buying to small quantities for early delivery. With no improvement in the international political situation the hand-to - mouth trading is expected to continue. Definite improvement in the political outlook would probably bring about some increase in trade activity in the remaining months of the season. Inventories of stock in channels of trade appear to have been reduced. With normal conditions, these will later have to be made good. Byrd at Calcutta. This amounts to ripass per hundred weight or about 28 cents per bushel, and is to continue in force until March 31, 1940. Previously, there was no duty on any of the grains, but imports of flour paid 25 percent ad Valorem. It is said that imported wheat has been entering the country at prices that prevented the sale of domestic wheat in the vicinity of ports. Furthermore, Indian wheat could not be profitably exported at current world prices. The new duty not only offsets the difference between the price of domestic and that of foreign wheat but will take care of a possible increase in the spread between domestic and foreign prices.
