In the important olive-oil producing countries, especially in years of high yields, the governments either restrict or exclude imports of other oils, but in such areas as France, French Morocco, and Syria the price factor is likely to be decisive in determining consumption. Spring rye, on the other hand, will show a decrease of 9 percent from the acres re ported last year if farmers' plans are carried out. The total for 1938 is placed at acres as against in 1937. Decreases of 3 and 5 percent, respectively, are reported for oats and barley. The intended area for oats is estimated at acres and for barley, at acres. Flaxseed will account for acres as against acres last year. The condition of fall - sown bread grains, expressed in percentage of the long - time average yields per acre, was reported as follows, with comparisons as of April 30, 1937, in parenthese: Wheat 94 rye 94 The seeding of spring grains was generally more advanced this season in the Provinces of Ontario, Manitoba, and British Columbia but was considerably behind in Saskatchewan and Alberta. Australian Wheat was the cheapest foreign Wheat quoted; purchases, howk ever, were still dependent upon exchange permits. The Japanese mills were reported to be active, with stocks above normal. Wheat was quoted at the mill on February 1, as follows, duty and landing charges included Western White No. 2, per bushel; Canadian No. 1, No. 3, Australian, faa.q., Manchurian per bushel. Domestic standard Wheat was per bushel ahd Portland Wheat, c.i.f. Yokohama, duty and landing charges excluded. The wholesale price of flour at the mill was per bag of 49 pounds; c.i.f. During the last half of the month prices declined but an advance during the first part of January regained all of the loss of the latter part of December. This advance was attributed to slow deliveries at terminal markets, unfavorable United stat es crop news, and also partly the result of the trade discounting prospects of farm relief legislation designed to raise wheat prices. May futures at Liverpool changed very little as a salt of the Chicago advance. On January 3 the spread between Chicago and Liver pool was 4 cents per bushel, Liverpool above Chicago; on January 10, May futures at Chicago closed at 50 to 50 cents, while the close at Liverpool was cents per bushel. On the 16th of January Liverpool was again above Chicago but only two cents h' gher. At Buenos Aires, where a new crop is now being harvested, prices declined somewhat during December. A small advance during the first week of January was followed by another decline during the second week, leaving February futures on January 14 at 36 cents per bushel Which was about 12 cents under Liverpool'. Book excerpt: Excerpt from Foreign Crops and Markets, Vol. 36: February 12, 1938 British imports of Russian wheat reached. 15, 200, 000 bus chels from, August through December 1937 against none in the corresponding period in 1936, according to Agricultural Attache C. C. Taylor at London. The receipts from the Soviet Union have made up for a large part of the shortage of Canadian wheat, imports of Which were 28, 400, 000 bushels smaller in the 1937 peried than a year earlier. Trade reports indicate a preference for the Russian product as a substitute for strong Canadian wheat. Imports from the United States, amounting to million bushels from August through December against practically none in 1936, replaced most of the remaining Canadian deficiency. Imports from Australia, India, and other sources during this period were about the same as in the corresponding months of 1936. Receipts from Argentina were unimportant in both periods. British wheat requirements during the early part of the season were slightly smaller than those of a year earlier. Total imports in the first 5 months of the current season, at bushels, were million bushels smaller than the comparable 1936-37 figures. British port stocks as of August 1, 1937, were 3 million bushels lower than a year earlier, and production in the United Kingdom in 1937 was_about the same as in 1936. There is no evidence that wheat reserves are being ao cumulated in the United Kingdom. Trade sources have indicated that early receipts from the United States this season were below quality require ments and were discriminated against as to prices. Later shipments, how ever, exhibited decidedly better quality. Sales of Australian wheat for future delivery at prices advantageous to buyers have been reported, the disturbed Oriental mark ets having made the British market somewhat more attractive than usual. Even with a poor cr0p in 1985, supplies are considered to be sufficient to meet the needs of the new season. Although it is too early to make any forecast of the 1985 crops in the western Mediterranean Basin, sr.
