Book excerpt: I am pleased to be here today to provide information you requested regarding economic assistance provided by the United States from 1987 through 1998, under the Compact of Free Association, to the Federated States of Micronesia and the Republic of the Marshall Islands. In 1986, the U.S. government entered into an international agreement, the Compact of Free Association, with each nation. This Compact represents a continuation of U.S. financial support that had been supplied to these areas for almost 40 years after World War II under the United Nations Trust Territory of the Pacific Islands. Specifically, my testimony will address (1) the use of Compact funding by the Federated States of Micronesia and the Republic of the Marshall Islands, (2) the progress made by both nations in advancing economic self-sufficiency, (3) the role of Compact funds in supporting economic progress, and (4) the amount of accountability over Compact expenditures. My statement will be accompanied by photographs of sites we visited that were funded with Compact money in the Federated States of Micronesia and the Republic of the Marshall Islands. In addition, we will publish a report discussing these issues in more detail in September 2000.

Book excerpt: The United States is party to international agreements, in the form of Compacts of Free Association, that include provisions granting the citizens of three small Pacific Island nations the right to live and work in the United States. One of these Compacts was enacted in 1986 with the Federated States of Micronesia and the Republic of the Marshall Islands, while the second Compact was implemented in 1994 with the Republic of Palau. Compact enabling legislation states that, in approving the Compacts, the Congress did not intend to cause any adverse consequences for U.S. territories, commonwealths, or the state of Hawaii. While many of the provisions of the Compact with the Federated States of Micronesia and the Republic of the Marshall Islands, including those providing U.S. economic assistance, are due to expire in 2001 and are being renegotiated, the Compact s migration provisions do not expire. 1 However, the governments of the U.S. island areas of Guam (an unincorporated U.S. territory in the western Pacific), Hawaii (a U.S. state), and the Commonwealth of the Northern Mariana Islands (a self-governing commonwealth of the United States), have raised concerns about the adverse financial and public health impact that they attribute to the many citizens from the Compact nations that have availed themselves of Compact migration rights.

GAO found that geographic, economic, and social conditions in both countries have limited the effectiveness of nine of the 13 programs, which were originally designed for the United States. Nine of the 13 programs experienced accountability problems, including theft or misuse of program funds. The two island nations lacked the administrative skills to meet the federal government's complex accountability requirements, and federal managers did not provide the necessary training. Although some federal agencies tried to provide oversight, their efforts at ensuring accountability fell short because of several factors, including time, distance, and travel costs and the relatively small size of the programs in the region.

Book excerpt: From fiscal years 1987 to 2001, the United States gave at least $2.6 billion in economic assistance to the Federated States of Micronesia and the Republic of the Marshall Islands. A major portion of this assistance, about $1.7 billion, was provided under an international agreement, the Compact of Free Association. The Compact provided for assistance to the two Pacific Island nations over a 15-year period, starting in 1986. Currently, the United States is negotiating with the two countries to extend the economic assistance provisions of the Compact, which are set to end in late 2001. To address concerns that (1) the countries remain highly dependent on U.S. assistance; (2) the assistance has not significantly improved conditions in the countries; and (3) the expenditures have received little oversight, the U.S. negotiator is considering the use of different assistance strategies than those in the current agreements. To assist the Congress in its review of the proposals for providing economic assistance that are under consideration in the negotiations, you asked us to identify useful lessons from the experiences of other donors in the Pacific. Specifically, we (1) identify the major donors of development assistance to the Pacific Island nations and their objectives, (2) discuss the donors' development assistance strategies and the factors or experiences that influence their choice of strategies, and (3) report lessons from the other donors' assistance strategies that could be useful for U.S. consideration.
