Book excerpt: In December 1998, the United States responded to a request by the Russian Federation for food aid that was triggered by the twin effects of one of the lowest Russian grain harvests in decades and a severe financial crisis. The United States agreed to provide 3.7 million metric tons of food aid in fiscal year 1999 at a cost of approximately $1.1 billion (including commodity and freight costs). Most of the food aid was sold by the Russian government to regional mills and processors and is expected to raise about $353.2 million for the Russian Pension Fund and $2.3 million for agricultural projects in Russia. A small portion of the U.S. food aid was donated to Russian social institutions to feed some of the most needy people. The fiscal year 1999 program, which is administered by the Department of Agriculture's Foreign Agricultural Service, was one of the largest food aid programs to a single nation in the history of U.S. food aid. Out of concern over the size and complexity of the U.S. food aid program, as well as the well publicized allegations of corruption and misappropriation of government resources in Russia, you requested the General Accounting Office was asked to evaluate how the Foreign Agricultural Service monitored the distribution of U.S. food aid commodities and funds generated from their sale. A key factor in helping managers achieve program objectives and minimize operational problems and risk of fraud and abuse is the implementation of appropriate internal controls. This report focuses on the internal controls used by the Foreign Agricultural Service in its management of the fiscal year 1999 government-to-government food aid programs to Russia.

To reverse this trend, in 2009 major donor countries pledged $22 billion in a 3-year commitment to agriculture and food security in developing countries, of which $3.5 billion is the U.S. share. This testimony addresses (1) the types and funding levels of food security programs and activities of relevant U.S. government agencies and (2) progress in developing an integrated U.S. governmentwide strategy to address global food insecurity and the strategy's potential vulnerabilities. This statement is based on a new GAO report being released at today's hearing (GAO-10-352).

Book excerpt: The United States is the largest provider of food aid in the world, accounting for over half of all global food aid supplies intended to alleviate hunger. Since the 2002 reauthorization of the Farm Bill, Congress has appropriated an average of $2 billion per year for U.S. food aid programs, which delivered an average of 4 million metric tons of agricultural commodities per year. Despite growing demand for food aid, rising business and transportation costs have contributed to a 43-percent decline in average tonnages delivered over the last 5 years. For the largest U.S. food aid program, these costs represent approximately 65 percent of total food aid expenditures, highlighting the need to maximize the efficiency and effectiveness of food aid. To inform Congress as it reauthorizes the 2007 Farm Bill, GAO examined some key challenges to the (1) efficiency of delivery and (2) effective monitoring of U.S. food aid.
