Book Development Policies of Central and Eastern European States

Download or read book Development Policies of Central and Eastern European States written by Ondřej Horký-Hlucháň and published by Routledge. This book was released on 2013-09-13 with total page 129 pages. Available in PDF, EPUB and Kindle. Book excerpt: The states from Central and Eastern Europe that joined the EU in 2004 and 2007 provide a fascinating series of case studies for scholars interested in politics, IR and development studies. The interest comes from the fact that never before had so many recipients of EU aid joined the Union and taken on the commitment to become aid donors. The journey from recipients of aid to aid donors is interesting because, not only does it tell us about development policy in CEE states, this policy area gives us an insight into governmental structures in CEE states, foreign policy priorities, public opinion, the role of NGOs/civil society and how well CEE states have taken on board the EU acquis (the EU’s rule book). The book also explores whether the development cooperation programmes of the majority of CEESs reflect the so-called "transition experience" of moving from authoritarianism and socialism to democracy and modern liberalism. It also explores the extent to which these donors are aligned with the approaches of the DAC donors. Finally, by extending the scrutiny to the bottom-up development activities of non-state actors and public opinion, the book will analyse the dynamics of the solidarity of the former ‘East’ with the global ‘South’. This book was published as a special issue of Perspectives on European Politics and Society

Book Donor Coordination of Economic Assistance to Eastern Europe

Download or read book Donor Coordination of Economic Assistance to Eastern Europe written by Gerrit Stratmann and published by LIT Verlag Münster. This book was released on 2000 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: A major restriction to Western aid efforts has been a lack of coordination. This book delves into the determinants of successful cooperation between bi- and multilateral donor agencies at the example of Western aid to Eastern Europe in the period from 1990 to 1996. In raising the assumption that networking between international organizations cannot be stimulated by appealing to norm-oriented behavior but is contingent upon the existence of common interests, the idealist view of international relations is seriously challenged. Comparing different assistance sectors - energy, telecoms, mass privatization, agriculture, statistics, central banking, environment and education - it is shown that donor coordination is a form of collective action initiated by donors in response to sectoral market failure which is perceived as significant because it threatens the non-attainment of basic goals or inflicts own projects with high costs or risks.

Book Foreign Aid and Foreign Policy

Download or read book Foreign Aid and Foreign Policy written by Louis A. Picard and published by Routledge. This book was released on 2015-01-28 with total page 432 pages. Available in PDF, EPUB and Kindle. Book excerpt: This timely work presents cutting-edge analysis of the problems of U.S. foreign assistance programs - why these problems have not been solved in the past, and how they might be solved in the future. The book focuses primarily on U.S. foreign assistance and foreign policy as they apply to nation building, governance, and democratization. The expert contributors examine issues currently in play, and also trace the history and evolution of many of these problems over the years. They address policy concerns as well as management and organizational factors as they affect programs and policies. "Foreign Aid and Foreign Policy" includes several chapter-length case studies (on Iraq, Pakistan, Ghana, Haiti, and various countries in Eastern Europe and Africa), but the bulk of the book presents broad coverage of general topics such as foreign aid and security, NGOs and foreign aid, capacity building, and building democracy abroad. Each chapter offers recommendations on how to improve the U.S. system of aid in the context of foreign policy.

Book A Study of Political Party Assistance in Eastern Europe and Eurasia

Download or read book A Study of Political Party Assistance in Eastern Europe and Eurasia written by U. S. Agency Development and published by CreateSpace. This book was released on 2013-10 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: Under a joint project of the Europe and Eurasia Bureau of the U.S. Agency for International Development and the U.S. State Department Office of the Coordinator of U.S. Assistance to Europe and Eurasia (EUR/ACE), Democracy International conducted a comprehensive study of programs to assist political party development in the region. USAID and the U.S. State Department commissioned this study to advance understanding and application of political party assistance within the broader context of U.S. foreign assistance and foreign policy objectives for promoting democratic development. The purpose of the project is to review existing party assistance strategies and tactics and, where possible, to suggest more effective approaches to political party development. Accordingly, this report examines constraints in Europe and Eurasia and offers suggestions about program, policy or diplomatic responses to those constraints, identifies program opportunities, ascertains best practices in different situations, and suggests criteria for decisions about political party development programs.

Book The Global Crisis in Foreign Aid

Download or read book The Global Crisis in Foreign Aid written by Richard Grant and published by Syracuse University Press. This book was released on 1998-06-01 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: The internal destabilization of many poor countries that accompanied the end of the Cold War and the general failure of structural adjustment programs have changed the nature and allotment of foreign aid around the world. Major donors of foreign aid such as the United States, Japan, and the European Union have been shifting their geographical priorities in allocating aid, as well as their project emphasis, since the end of the Cold War. In addition, multilateral aid agencies—the World Bank, the United Nations, and the International Monetary Fund—are attempting to redress past failures of aid and revamp policies and priorities. Moreover, aid recipients in Africa, the Middle East, Asia, Eastern Europe, the former Soviet republics, and Central America are establishing priorities of their own and evaluating the success and failure of past aid programs. This volume stands out in the literature on foreign aid because it includes contributions from eight policy representatives from a range of important donor and recipient countries—the United States, Japan, the Netherlands, Bolivia, Egypt, Bangladesh, El Salvador, and Poland. Timely in its assessment of the crisis and the transition in the foreign aid regime, the book provides a view from inside the policy process and imparts a researcher's perspective on the changing priorities for donors and recipients. The wide-ranging essay—most previously unpublished—aim to shed light on the changing political, economic, and regional geographies of aid at the end of the twentieth century.

Book Collision and Collusion

Download or read book Collision and Collusion written by Janine R. Wedel and published by Macmillan + ORM. This book was released on 2015-03-17 with total page 451 pages. Available in PDF, EPUB and Kindle. Book excerpt: When the Soviet Union's communist empire collapsed in 1989, a mood of euphoria took hold in the West and in Eastern Europe. The West had won the ultimate victory--it had driven a silver stake through the heart of Communism. Its next planned step was to help the nations of Eastern Europe to reconstruct themselves as democratic, free-market states, and full partners in the First World Order. But that, as Janine Wedel reveals in this gripping volume, was before Western governments set their poorly conceived programs in motion. Collision and Collusion tells the bizarre and sometimes scandalous story of Western governments' attempts to aid the former Soviet block. He shows how by mid-decade, Western aid policies had often backfired, effectively discouraging market reforms and exasperating electorates who, remarkably, had voted back in the previously despised Communists. Collision and Collusion is the first book to explain where the Western dollars intended to aid Eastern Europe went, and why they did so little to help. Taking a hard look at the bureaucrats, politicians, and consultants who worked to set up Western economic and political systems in Eastern Europe, the book details the extraordinary costs of institutional ignorance, cultural misunderstanding, and unrealistic expectations.

Book New Europe s New Development Aid

Download or read book New Europe s New Development Aid written by Balázs Szent-Iványi and published by Routledge. This book was released on 2015-04-17 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the international development policies of five East Central European new EU member states, the Czech Republic, Hungary, Poland, Slovakia and Slovenia. These countries turned from being aid recipients to donors after the turn of the millennium in the run-up to EU accession in 2004. The book explains the evolution subsequent to EU accession and current state of foreign aid policies in the region and the reasons why these deviate from many of the internationally agreed best practices in development cooperation. It argues that after the turn of the millennium, a 'Global Consensus' has emerged on how to make foreign aid more effective for development. A comparison between the elements of the Global Consensus and the performance of the five countries reveals that while they have generally implemented little of these recommendations, there are also emerging differences between the countries, with the Czech Republic and Slovenia clearly aspiring to become globally responsible donors. Building on the literatures on foreign policy analysis, international socialization and interest group influence, the book develops a model of foreign aid policy making in order to explain the general reluctance of the five countries in implementing international best practices, and also the differences in their relative performance.
