It provides information on who accesses counseling services when facing challenges in paying their mortgage loan, what services those clients obtain, and identifies the outcomes the clients experienced in the following 18 months). Some findings include: Most study participants had tried to contact their servicer when they first fell behind but had not been successful in negotiating with their lenders; and with a counselor's help, 69% of counselees obtained a mortgage remedy, and 56% were able to become current on their mortgages. Available in PDF, EPUB and Kindle. Book excerpt: Social work practice and scholarship was historically rooted in the development and analysis of policy (Rodriguez, Ostrow, & Kemp, 2016). Yet, little work has extended our knowledge base on the factors surrounding the development of housing policy and its impact on the populations we serve. The dearth of housing policy research within social welfare is particularly troubling in light of the recent foreclosure crisis (2007-2012). Notably, low-income and Latino households were disproportionality represented in the foreclosure crisis (Hall, Crowder, & Spring, 2015; Rugh, 2014), suggesting that foreclosure mitigation policies should have been crafted with these groups in mind. This dissertation aims to investigate how these households fared in the development of foreclosure mitigation policies, in order to understand how responsive policy makers can be to the context of social problems. Using a three-paper format, this dissertation investigates the development, implementation, and impact of the National Foreclosure Mitigation Counseling (NFMC) program. The dissertation uses a policy process centered conceptual framework to explain how certain groups were left out of NFMC's purview. Each paper addresses one of the three levels of social work practice: micro, mezzo, and macro. Results indicate that, beyond being adversely impacted by the foreclosure crisis, communities of color have reaped little benefit from foreclosure mitigation policy as a result of the social constructions they are assigned during the policy making process. Latino households in particular, while experiencing a rising contender status in the federal housing policy arena, are nonetheless not benefiting from foreclosure mitigation policy in ways commiserate with the impact of the crisis on this demographic group. Recalibrating the social work research agenda toward policy study is the most direct way to address the social and economic conditions that prevent the most vulnerable from claiming and exercising full citizenship in the United States today.

Available in PDF, EPUB and Kindle. Book excerpt: Starting in 2008, the number of homeowners losing their homes to foreclosure began increasing dramatically. Given that troubled borrowers may not fully understand their options for modifying their mortgage, lenders and policymakers have reacted to rising foreclosure filings by increasing the use of third-party default counseling programs. However, the existing literature on mortgage default counseling provides little convincing evidence on the effectiveness of counseling on borrower outcomes. This study employs multiple identification strategies to assess the impacts of counseling on receipt of loan modifications and keeping one's home. We find evidence of negative selection into counseling; however, once this negative selection is controlled for, counseling is consistently found to increase the probability that borrowers will receive a modification. We also find some evidence that counseling reduces the probability that a borrower will lose his or her home to foreclosure. Moreover, among borrowers who received a loan modification, those who were counseled were less likely to subsequently default. Lastly, we consistently find that when a homeowner receives counseling is an important determinant of his or her final outcome: those who receive counseling when current or in the early stages of default are much more likely to receive a modification or keep their homes than those who receive counseling when seriously delinquent.

Book excerpt: Millions of minority homeowners are at risk of losing their homes as a result of the housing crisis due to mortgage foreclosure and home repossession. One consumer-oriented policy response to this crisis is mortgage default counseling for borrowers. This study examines the rate at which minority borrowers seek default counseling and the resulting correlation between counseling and the probability that a borrower obtains a modification of his/her original mortgage contract terms. The results suggest that African Americans are more likely to be counseled, relative to Whites. However, Latinos or other non-White groups are no more or less likely to be counseled. The probability of loan modifications among counseled African Americans is also higher than other counseled borrowers. These results suggest that counseling policies and the public subsidy of default counseling may be one approach for promoting consumer financial well-being of these households, but also suggest counseling efforts might be better designed for other minority groups. These results also have implications for the application of counseling to other mortgage decisions, such as refinance.

Aspects considered were loan type, time of delinquency when clients sought counseling, referrals of clients, and the point in counseling when an outcome was achieved (keeping the home or losing the home to foreclosure). Descriptive statistics were used to create a profile of clients, and Kaplan-Meier survival analysis was used to examine the utilization of services. In the context of survival analysis, clients were divided into three groups: survival (kept the home), foreclosure/bankruptcy (lost the home), and lost-to-follow up. Findings indicate that the role of the housing counselor might evolve according to the outcome of the default as well as the type of loan.
