Book excerpt: From the Foreword: Dr. Harvey deals with one of the oldest problems of the Prairie provinces: the carriage of grain to world markets efficiently and at low cost to the producer...The problem is how to reform the system without injury to the Prairie economy and unfairness to the producers. Dr. Harvey argues that a change in system is indeed possible, with benefit to grain producers, to the agricultural economy of the West, to the taxpayers of Canada - and possibly even to the railways. He recognizes that compensation must be paid to grain producers if freight rates for the movement of grain are increased to an economic level. He proposes a method of compensation that, he thinks, will permit economic forces to produce a net benefit to western agriculture, and will result in an increase in Pairie income and a diversification of the western economy.

Book excerpt: The price of feed grains (wheat & barley) on the prairies is largely determined by the much larger United States feed complex, dominated by corn. The first part of this report examines impact of the US Farm Bill, which subsidizes corn prices, on grain producers in the Prairie Provinces, and explains problems that might occur from implementing the 2002 Farm Bill. The main section presents a study examining how the feed cost advantage of Saskatchewan livestock feed users can be maintained in light of the changing US Farm Bill. A secondary objective is to estimate the impact of competing demands on the price & supply of feed grains on the prairies and examine the possible trade-off between feed grain use for livestock and for ethanol production. The study begins with an overview of models that have been used to estimate supply (acreage) response and the literature on supply (acreage) response in Canada. A structural supply-demand response model for Canadian wheat (except durum) & barley on the prairies is then designed using a system of simultaneous equations. Estimation results are presented for the wheat & barley models showing effects of various factors on supply & demand. Another theoretical model is constructed to analyze how ethanol subsidies affect Saskatchewan wheat producers. The results of that model raise a number of questions which are central to the government support of the ethanol industry.
