Book excerpt: One of major challenges facing Earth's science in the next decade and beyondis the development of an accurate long term observational data set to study global change. To accomplish this, a wide range of observations will be required to provide both new measurements, not previously achievable and measurements with a greater degreee of accuracy and resolution than the ones which are presently and currently available. Among the parameters that are currently retrieved from satellite vertical sounding observations, temperature and moisture profiles are the most important for the description of the thermodynamic state of the medium. Other parameters, like those describing the cloud fields, the surface state or the conditions close to the surface are also key parameters for meteorology and climatology. A new generation of high spectral atmospheric sounders in the infrared has recently been designed to provide both new and more accurate data about the atmosphere, land and oceans for application to climate studies. Among the important observations that these instruments should contribute to the climate data set are day and night global measurements of: atmospheric temperature profiles; relative humidity profiles; cloud field parameters; total ozone burden of the atmosphere; distribution of minor atmospehric gases (methane, carbonmonoxide and nitrous oxide).

Book excerpt: As the nation's economic activities, security concerns, and stewardship of natural resources become increasingly complex and globally interrelated, they become ever more sensitive to adverse impacts from weather, climate, and other natural phenomena. For several decades, forecasts with lead times of a few days for weather and other environmental phenomena have yielded valuable information to improve decision-making across all sectors of society. Developing the capability to forecast environmental conditions and disruptive events several weeks and months in advance could dramatically increase the value and benefit of environmental predictions, saving lives, protecting property, increasing economic vitality, protecting the environment, and informing policy choices. Over the past decade, the ability to forecast weather and climate conditions on subseasonal to seasonal (S2S) timescales, i.e., two to fifty-two weeks in advance, has improved substantially. Although significant progress has been made, much work remains to make S2S predictions skillful enough, as well as optimally tailored and communicated, to enable widespread use. Next Generation Earth System Predictions presents a ten-year U.S. research agenda that increases the nation's S2S research and modeling capability, advances S2S forecasting, and aids in decision making at medium and extended lead times.

Solar and Space Physics, from the National Research Council's (NRC's) Committee for a Decadal Strategy in Solar and Space Physics, is the second NRC decadal survey in heliophysics. Building on the research accomplishments realized during the past decade, the report presents a program of basic and applied research for the period 2013-2022 that will improve scientific understanding of the mechanisms that drive the Sun's activity and the fundamental physical processes underlying near-Earth plasma dynamics, determine the physical interactions of Earth's atmospheric layers in the context of the connected Sun-Earth system, and enhance greatly the capability to provide realistic and specific forecasts of Earth's space environment that will better serve the needs of society. Although the recommended program is directed primarily at NASA and the National Science Foundation for action, the report also recommends actions by other federal agencies, especially the parts of the National Oceanic and Atmospheric Administration charged with the day-to-day (operational) forecast of space weather. In addition to the recommendations included in this summary, related recommendations are presented in this report.
