While urban planning is expected to meet the global development agendas of equitable and just urbanisation, climate change and sustainable development goals (SDGs), in practice it has largely remained confined to statutory spatial planning represented by ‘Master Plan’ or ‘Comprehensive Plan’. This volume delves into this world of urban planning as critical insiders to see how it works in India, analysing the city level spatial plans, the Master or Development Plans, of select cities to assess whether these are capable of addressing the global agendas and coordinate with all other plans prepared for the city. These evictions are carried out with little notice, due process, or compensation. Far too often, the process involves excessive use of force against those facing eviction. Many thousands more of Jakarta's poor live in fear that one day the bulldozers will arrive at their community. Forced evictions--the removal of people against their will from the homes and land they occupy, without access to legal and other protections--deprive individuals of some of their most fundamental human rights and needs: adequate housing and protection of their homes. Based on more than one hundred interviews, Condemned Communities documents the human rights consequences of evictions being carried out by the Jakarta regional government. In some cases the land is being claimed for infrastructure projects, while in other instances the government attempts to justify the forced evictions in the name of public order and removing trespassers. Yet many of the condemned communities have lived on the land for years or even generations. Many evictions can be seen as part of a wider government pattern to intimidate the urban poor and deter urban migration. This report illustrates that, far from improving the quality of life in Jakarta, the forced eviction of communities succeeds only in moving the problem to other parts of the city at great human cost.

It examines the politics of the poor focusing on law, citizenship and gender. Contesting the assumption that illegalities emerge due to lack of legal rights to property, this ethnography of the everyday narrates how the rehabilitated poor despite legal residence experience 'citizenship in limbo', suspended between an illegal past and an imagined future of full citizenship. The book details the flexible governance of such neighbourhoods, studying how the state produces illegalities, and how state institutions and actors stand to gain. By looking at how systemic corruption draws urban poor groups into webs of exchanges with the state, de-radicalising and co-opting the poor, it exposes the gendered underbelly of urban poor struggles, uncovering the role women play in eliciting the paternalism of the state.

Book excerpt: Taking possession of private land for ‘public purpose’ by the eminent domain of the state is a global phenomenon, but it displaces and marginalizes the people at the local-level. The researchers have mainly dealt with this phenomenon either from the field, or from the archive. In this book, the author has studied the observable fact of land grab, or acquisition for industries in a particular locale of the West Bengal State by combining the field and archive in a unique mode through a multi-sited ethnographic ‘journey’. Unlike the traditional anthropological ethnographies consisting of single ‘tribes’ or ‘multi-caste villages’, this vertical ethnographic voyage of the author led him to come across a group of dispossessed peasants in the villages, a bunch of files in the district land acquisition department, a rich text of proceedings in the West Bengal Assembly Library, the growing global literature on land grab, and also to reflect on his dialogues with the elected members of the parliamentary standing committee at New Delhi. Ethnography, for the author was the road map, which guided his journey in these apparently separate existential domains of land acquisition and throws new light on how development policies are made, and how they failed, and what were the lessons learnt.
