Hull argues that the routines and practices of the Imperial German Army, unchecked by effective civilian institutions, increasingly sought the absolute destruction of its enemies as the only guarantee of the nation's security. So deeply embedded were the assumptions and procedures of this distinctively German military culture that the Army, in its drive to annihilate the enemy military, did not shrink from the utter destruction of civilian property and lives. Carried to its extreme, the logic of "military necessity" found real security only in extremities of destruction, in the "silence of the graveyard."Hull begins with a dramatic account, based on fresh archival work, of the German Army's slide from administrative murder to genocide in German Southwest Africa (1904–7). The author then moves back to 1870 and the war that inaugurated the Imperial era in German history, and analyzes the genesis and nature of this specifically German military culture and its operations in colonial warfare. In the First World War the routines perfected in the colonies were visited upon European populations. Hull focuses on one set of cases (Belgium and northern France) in which the transition to total destruction was checked (if barely) and on another (Armenia) in which "military necessity" caused Germany to accept its ally's genocidal policies even after these became militarily counterproductive. She then turns to the Endkampf (1918), the German General Staff's plan to achieve victory in the Great War even if the homeland were destroyed in the process—a seemingly insane campaign that completes the logic of this deeply institutionalized set of military routines and practices. Hull concludes by speculating on the role of this distinctive military culture in National Socialism's military and racial policies.Absolute Destruction has serious implications for the nature of warmaking in any modern power. At its heart is a warning about the blindness of bureaucratic routines, especially when those bureaucracies command the instruments of mass death.

Book excerpt: Contrary to Carl von Clausewitz, who called the principle of moderation applied to a theory of war a "logical absurdity," Thomas (a teacher of ethics and international relations at Johns Hopkins and Holy Cross) maintains that "moral principles are fundamentally important to understanding norms governing the use of force, although they are seldom applied in their unadulterated form." Thomas examines norms' effects on the international community, the norm against assassination of leaders (in lieu of which armies are summoned to kill each other), and the norm against the aerial bombing of noncombatants. Thomas argues, for example, that the latter norm was violated when the U.S. bombed the Iraqi Al Firdos bunker, probably or hopefully unaware the attack was killing 200 civilians. The mistake resulted in a cessation of strikes on Baghdad for 5 days, none against leaders for ten days, and a review of all future targets by Schwarzkopf and Powell, even when, says Thomas, "it is doubtful that the action constituted a violation of international law." c. Book excerpt: Nearly 40 years after the concept of finite deterrence was popularized by the Johnson administration, nuclear Mutual Assured Destruction (MAD) thinking appears to be in decline. The United States has rejected the notion that threatening population centers with nuclear attacks is a legitimate way to assure deterrence. Most recently, it withdrew from the Anti-Ballistic Missile Treaty, an agreement based on MAD. American opposition to MAD also is reflected in the Bush administration's desire to develop smaller, more accurate nuclear weapons that would reduce the number of innocent civilians killed in a nuclear strike. Still, MAD is influential in a number of ways. First, other countries, like China, have not abandoned the idea that holding their adversaries' cities at risk is necessary to assure their own strategic security. Nor have U.S. and allied security officials and experts fully abandoned the idea. At a minimum, acquiring nuclear weapons is still viewed as being sensible to face off a hostile neighbor that might strike one's own cities. Thus, our diplomats have been warning China that Japan would be under tremendous pressure to go nuclear if North Korea persisted in acquiring a few crude weapons of its own. Similarly, Israeli officials have long argued, without criticism, that they would not be second in acquiring nuclear weapons in the Middle East. Indeed, given that Israelis surrounded by enemies that would not hesitate to destroy its population if they could, Washington finds Israel's retention of a significant nuclear capability totally "understandable."

Combining insights from a range of disciplines, including psychology, sociology and political economy, Panayotakis interprets these crises as manifestations of a previously unrecognized contradiction: over time, the benefits of capitalism’s technological dynamism tend to decline even as its threats to humanity and the planet continue to mount. To explain this contradiction, the book analyzes the production and distribution of surplus in capitalist societies and rethinks the concept of surplus itself. Identifying the public sector and households as sites of production no less important than the workplace, this book attributes capitalism’s contradictions to working people’s lack of control over the surplus they produce. This lack of control is undemocratic and threatens the planet. Only a classless society, in which working people democratically determine the size and use of the surplus they produce, can effectively respond to our current predicament. Recognizing such a democratic classless society as the essence of the communist ideal, the book argues that, far from becoming obsolete, this ideal is ever more indispensable. But since the necessity of this ideal does not guarantee its realization, the book also investigates the conditions necessary for the formation of an anti-capitalist alliance for social justice, democracy and ecological sustainability.

Book excerpt: The massive intentional destruction of cultural heritage during the 1992-1995 Bosnian War targeting a historically diverse identity provoked global condemnation and became a seminal marker in the discourse on cultural heritage. It prompted an urgent reassessment of how cultural property could be protected in times of conflict and led to a more definitive recognition in international humanitarian law that destruction of a people's cultural heritage is an aspect of genocide. Yet surprisingly little has been published on the subject. This wide-ranging book provides the first comprehensive overview and critical analysis of the destruction of Bosnia-Herzegovina's cultural heritage and its far-reaching impact. Scrutinizing the responses of the international community during the war (including bodies like UNESCO and the Council of Europe), the volume also analyses how, after the conflict ended, external agendas impinged on heritage reconstruction to the detriment of the broader peace process and refugee return. Indeed, since the signing of the Nuclear Non-proliferation Treaty in 1968, tremendous energies have been expended upon diplomatic efforts to create a web of treaties and international organisations regulating the production and stockpiling of WMD sensitive materials within states, as well as their spread through the increasingly globalised channels of international trade to other states and non-state actors. However, the intervention in 2003 by Western powers in Iraq has served as an illustration of the importance of greater understanding of and attention to this area of law, as disagreements over its content and application have once again lead to a potentially destabilising armed intervention by members of the United Nations into the sovereign territory of another member state. Other ongoing disputes between states regarding the character of obligations assumed under non-proliferation treaty instruments, and the effect of international organisations' decisions in this area, form some of the most contentious and potentially destabilising issues of foreign policy concern for many states. This book provides a comprehensive analysis of international law and organisations in the area of WMD proliferation. It will serve both as a reference for understanding the law as it currently exists in its political and economic context, as well as an analysis of areas in which amendments to existing law and organisations are needed.
