When activists are detained for coordinating protests, are their hands ultimately tied? Based on political ethnography inside both legal and blacklisted labor organizations in China, this book reveals how state repression is deployed on the ground and to what effect on mobilization. It presents a novel dynamic of civil society contention - mobilizing without the masses - that lowers the risk of activism under duress. Instead of facilitating collective action, activists coach the aggrieved to challenge authorities one by one. In doing so, they lower the risks of organizing while empowering the weak. This dynamic represents a third pathway of contention that challenges conventional understandings of mobilization in an illiberal state. It takes readers inside the world of underground labor organizing and opens the black box of repression inside the world's most powerful authoritarian state.

Ong examines how the Chinese state engages nonstate actors, from violent street gangsters to nonviolent grassroots brokers, to coerce and mobilize the masses for state pursuits, while reducing costs and minimizing resistance. She draws on ethnographic research conducted annually from 2011 to 2019--the years from Hu Jintao to Xi Jinping, a unique and original event dataset, and a collection of government regulations in a study of everyday land grabs and housing demolition in China. Theorizing a counterintuitive form of repression that reduces resistance and backlash, Ong invites the reader to reimagine the new ground state power credibly occupies. Everyday state power is quotidian power acquired through society by penetrating nonstate territories and mobilizing the masses within. Ong uses China's urbanization scheme as a window of observation to explain how the arguments can be generalized to other country contexts.

This book finds that, while repression can hardly stop popular protests - and often backfires - economic performance legitimacy is increasingly difficult to be maintained. Book excerpt: This book examines how the Chinese Communist Party (CCP) has attempted to bolster its nationalist legitimacy through the utilisation of Chinese history. The authors identify two different modes of nationalism - aggressive and consensual - both of which are linked to the historical memory of the late Qing Dynasty and Republican era. Aggressive nationalism dwells on China’s traumatic “century of humiliation” and is intended to incite popular resentment towards former imperialist powers (particularly Japan and the US) whenever they are deemed to still be acting in a provocative manner in their dealings with China. The aim is to remind the Chinese people that the CCP liberated China from imperialism after 1949 and has since restored national pride. Consensual nationalism is more conciliatory, emphasising common historical ties with the Guomindang (KMT) during the Second Sino-Japanese War and the Republican era. Here, the CCP is trying to promote itself as the party of national harmony and unity, with the long-term objective being peaceful reunification with Taiwan. However, the public response in China has not always been supportive of the CCP’s claims to be the sole defender of Chinese national interests. Some critics have suggested that China would have been better off if the KMT had won the civil war instead of the CCP. Others have insisted that the party is hopelessly weak on issues of national importance and that China is no stronger now than it was during the final throes of the much-hated Qing Dynasty. This book will be of interest to research students and scholars of Chinese politics, history and international relations.
