Dr. Timmermann discusses the historical concept of a world Communist movement in connection with the USSR and China. Focusing on Communism in the West, he examines such diverse groups as the Communist parties in Italy, France, Portugal, Cyprus, Chile, and Japan. Communist parties in the West are increasingly adjusting their policies to better fit their own cultures, and the author links this independence to the emphasis the Soviet Union’s Communist Party has been placing on the specifically Russian character of the October Revolution and Soviet state interests. Apparently, Moscow is now showing some flexibility in its response to tendencies toward differentiation and pluralism within the system of Communist parties. Gorbachev is less concerned with ideological orthodoxy than with Communists effectively supporting Soviet foreign policy. The author argues that by acceding to the concept of “unity in diversity,†Gorbachev is signaling that the Soviet leadership is willing to look beyond the myth of a world Communist movement.

Book excerpt: Contrary to the American public image of international communism as monolithic, the history of communism has been one of increasingly frequent deviation and dissension - punctuated by a process of defection and expulsion of individuals and entire national parties. In examining the fragmentation of communism as a movement, Bernard S. Morris focuses on the breakdown of its structure of authority as exercised through the organs of control. He analyzes factors contributing to the initial cohesion and later disintegration of the communist movement. The author demonstrates how the artificial attempt to maintain the Marxian vision of world revolution through the agency of the Soviet system faltered and ultimately failed. He shows how tensions between communist doctrine and foreign policy, coupled with the unexpected viability of the capitalist system in the West, accelerated pluralism within the communist movement. This led to Yugoslavia's assertion of independence, the rise of polycentrism in the post-Stalinist era, and the Russo-Chinese split. As we have seen, it ultimately led to the demise of the Soviet Union itself. Morris contends that the collapse of international communist unity underscores the inexorable hold of nationalism on human loyalties. He points out that American policy's obsession with international communism frustrated the development of a realistic policy toward radical nationalist movements which, because they were identified with communism, became equally suspect. Written by an experienced scholar and political analyst, this highly informative work skillfully balances a chronological account with a searching examination of the evolution and gradual disintegration of the dream of world revolution.

Book excerpt: The current conflict which threatens the very existence of the inter national communist movement as a single coherent entity must be looked for in the roots of Marxian philosophy. The central concept of pre-Leninist communism is contained in the notion of "proletarian internationalism. " Yet the emergence of the communist party-states has been squarely predicated on the requirements of single national states, as viewed through the training and experience of the various communist leaders. Thus the Soviet version has been shaped by the nationalism of Lenin, Stalin, and Khrushchev. The only aberrant case, the internationalism of Trotsky, was doomed to failure. The Chinese version of "communism" has as its root concepts the spirit of "prolonged" struggle against a superior enemy, whose ultimate defeat is ensured through the dialectics of political growth. The non communist societies are by definition "decadent. " The movement came to power by exploiting the nationalism engendered within China by the Japanese invasion. Its mass support was based on the peasantry, although the transparent fiction of "proletarian leadership" was strictly maintained. Further, "communism" is a term which has lost its original encompassing definition. Peking now narrowly defines it as policies consonant with "the thought of Mao Tse-tung. " Thus both the Soviet and the Chinese interpretation of "commun ism" are based on a concept which was anathema to the intellectual founders of the movement.

Originally I had intended that the trilogy would come to a close with the centenary of the founding of the First International in September 1964. But before I could finish writing the third volume the tragedy of the Communist revolution in Czechoslovakia had played itself out. 'The Spring of Prague' of 1968, having set in motion a process of change from a Communist dictatorship to a Socialist democracy, was followed within a few months by the invasion of the armies of the five Warsaw Pact powers to forestall reformation in Czechoslovakia. Both revolution and counter-revolution were events of the utmost significance for the history of Socialism-the revolution, for showing that it was possible for a Communist system of totalitarian dictatorship to be transformed without resort to force; and the counter-revolution, for showing how the regime in the Soviet Union has remained essentially unaltered since Stalin's death. The invasion of Czechoslovakia brutally called in question any optimistic perspective of development within the Soviet Union itself.
