Throughout the past century, governments have used soccer to further their diplomatic aims through a range of actions including boycotts, carefully orchestrated displays at matches, and more. In turn, soccer organizations have leveraged their power over membership and tournament decisions to play a role in international relations. In Soccer Diplomacy, an international group of experts analyzes the relationship between soccer and diplomacy. Together, they investigate topics such as the use of soccer as a tool of nation-state–based diplomacy, soccer as a non-state actor, and the relationship between soccer and diplomatic actors in subnational, national, and transnational contexts. They also examine the sport as a conduit for representation, communication, and negotiation. Drawing on a wealth of historical examples, the contributors demonstrate that governments must frequently address soccer as part of their diplomatic affairs. They argue that this single sport—more than the Olympics, other regional multisport competitions, or even any other sport—reveals much about international relations, how states attempt to influence foreign views, and regional power dynamics.

In addition, it has been subjected to Israeli restrictions throughout the longest occupation in modern history. Football helped in shaping the Palestinian national identity. Palestinians expressed themselves in sports. In fact, football was not, and still is not, a tool of achieving big results; rather, it represented a way for pride and national expression. Through the last one hundred years, current Palestinian sport was based on national-ideological, cultural, organizational and health principles. It has a historical characteristic through this period because it was attached to the political conditions in which the Palestinians went through. In some cases, Palestinian people could achieve better results for change through football than by political means. Many believe that football could be a significant tool for building an independent state.

Football has huge political and social capital in Latin America, and has often been rhetorically deployed by governments for various ends; rarely, however, has football’s power and potential been used in such a deliberate, strategic and active way towards a national peace process and targeted such enduring divisions that have historically impeded a sense of a united nation and national identity. Football in Colombia is understood popularly as one of the few things capable of uniting the country, a belief that Santos seized upon as the national team had a successful campaign in the 2014 World Cup. This first book on Colombian football in English explores previous iterations of football nationalism in the country, including the El Dorado and ‘Narcofootball’ eras, before analysing Santos’ three-pronged strategy empowering professional and amateur football, including the use of political speeches and Twitter, legislation and public policy, and Sport for Development and Peace campaigns, with a particular focus on football in the FARC demobilisation and reincorporation camps following the historic peace agreement.
