It has been prepared by a team of FAO staff and consultants in the framework of the project "Coping with water scarcity - the role of agriculture", and has been discussed at an Expert Consultation meeting organized in FAO, Rome, during the period 14-16 December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Book excerpt: Growing populations and economies have led to an increase in water demand around the globe. However, there are large variations in the amounts of water available to nations and regions, and growing concern surrounding the uncertainty associated with these supplies, due in large part to natural and human impacts on the water cycle. The need for alternative sources of fresh water has also been aggravated by the large influx of guest workers and significant improvements in the quality of life among Gulf populations. Therefore supplies are augmented by alternative sources—mainly desalinization, which meets most of the needs of these countries. However, this comes at a great financial cost as it is an extremely energy intensive process and has associated security risks, but many still see desalination as the only viable means of ensuring water supply in the region. Global food security also faces an uncertain future. The Gulf states suffer from a substantial food gap, and all the countries of the region are net food importers. The increase in the region’s population, rising income levels, and harsh weather conditions that prevent the increase of local food production, have resulted in a vast increase in the region’s food imports. The ECSSR 17th Annual Conference, Water and Food Security in the Arabian Gulf, held at the Center on March 26–27, 2012 in Abu Dhabi, and the resultant papers contained in this volume, provide a detailed investigation of the food and water security challenges facing the region. They explore water and food resource management strategies and policies in the Gulf states, the global geopolitics of water security, future demand trends in the Arabian Gulf region, and the particular challenges faced by the UAE in ensuring a reliable supply of food and water in the coming decades.

Current policy regimes for managing water across competing needs are primarily determined by state control of large infrastructure. Policy makers across the region understand the unsustainability of water allocations and that increasing investments in new infrastructure and technologies to increase water supply place a growing financial burden on governments. However, standard solutions for demand management—reallocating water to higher value uses, reducing waste, and increasing tariffs—pose difficult political dilemmas that, more often than not, are left unresolved. Without institutional reform, the region will likely remain in water distress even with increased financing for water sector infrastructure.The Economics of Water Scarcity in the Middle East and North Africa: Institutional Solutions confronts the persistence and severity of water scarcity in MENA. The report draws on the tools of public economics to address two crucial challenges facing states in MENA: lack of legitimacy and trust. Evidence from the World Values Survey shows that people in the region believe that a key role of government is to keep prices down and that governments are reluctant to raise tariffs because of the risk of widespread protests. Instead of avoiding the “politically sensitive†? issue of water scarcity, this report argues that reform leaders and their external partners can reform national water institutions and draw on local political contestation to establish a new social contract. The crisis and emotive power of water in the region can be used to bolster legitimacy and trust and build a sustainable, inclusive, thriving economy that is resilient to climate change.

Book excerpt: Drought is an extreme climate phenomenon that happens slowly and periodically threatens the environmental and socio-economic sectors. Developing countries have experienced crucial conditions in meeting the needs for food, energy, and water security. Natural disasters contribute as risky sources of food insecurity and vulnerability in the Middle East. This dissertation presents a country-level review and quantitative assessment of the current issues associated with the Food-Energy-Water-Security (FEWS) Nexus in the Middle East. In this study, sixteen countries in the Middle East are chosen, namely, Arabian Peninsula, Iran, Syria, Lebanon, Israel, Palestine, Egypt, and Turkey. The most recent datasets are used to study and analyze the factors that have increased the demand to understand and manage the linkage of FEW systems in the region. Water scarcity, extreme events, population growth, urbanization, economic growth, poverty, and political stability are found to be the key drivers of the current challenges in the Middle East. The results suggest that these factors have created a subsequent stress on FEW resources specifically on the water sector in the region. Therefore, more attention is required to sustain the FEW resources and cope with the socio-economic development. Moreover, this study presented a comprehensive assessment of drought and food-water-energy-security nexus across the Middle East using rigorous frameworks. Meteorological, agricultural, and hydrological droughts are analyzed using different drought indices at multiple timescales over the region for seven decades for the period of 1948-2017. The study further analyzes food insecurity in the Middle East through the exploration of drought (as a water stress factor), energy, and other socio-economic factors in the region. A Bayesian approach is conducted to link all the factors that best predict food insecurity in Middle East pooled from 16 countries in the region. Results reveal that the intensity of agricultural drought are the most aggravated over the region in all cases. Moreover, the results demonstrated the significant impacts of drought (as a water stress factor), agricultural land availability, population growth, livestock, and cereal production on food insecurity in the Middle East.
